What is an Entitlement Community?

The U.S. Department of Energy has two ways of distributing ARRA grant funding.   For "Entitlement Communities",  grant funding is most often funnled directly to those communities. For non-entitlement communities, the funding is put into programs administered by the Indiana Office of Energy Development.   Entitlement communities in Indiana are defined as those incorporated municipalities above 35,000 in population,  and counties above 200,000 in population.  The following is a list of entitlement communites in Indiana.  If an incorporated community is NOT on this list, then it is non-entitlement:
