Each year, the State of Indiana compiles a Consolidated Plan which outlines its strategy to effectively utilize the federal funding it receives from the United States Department of Housing and Urban Development (HUD). These funds include the Community Development Block Grant (CDBG) program, which improves living environments and expands economic opportunities in our communities. The Consolidated Plan defines the state's priorities to address these needs in Indiana using available resources, and also serves as a single document to meet planning and submission requirements established by HUD.
The State of Indiana wants to include your feedback in making important decisions about housing and community issues. Pursuant to 24 CFR part 91.115(a)(2), the State of Indiana wishes to encourage citizens to participate in the development of the State of Indiana Annual Action Plan for 2016. In accordance with this regulation, the State is providing the opportunity for citizens to comment on the 2016 Annual Action Plan draft report, which will be submitted to the US Department of Housing and Urban Development (HUD) on or before May 15, 2016.
The Action Plan defines the funding sources for the State of Indiana’s four (4) major HUD-funded programs and provides communities a framework for defining comprehensive development planning. The FY 2016 Action Plan will set forth the method of distribution of funding for the following HUD-funded programs:
All members of the public are invited to review the draft Plan prior to submission February 15, 2016 through March 31 2016 during normal business hours of 8:30am to 5:00pm, Monday-Friday, at the Indiana Office of Community and Rural Affairs. A draft Plan is available on the IHCDA website (www.in.gov/ihcda/2489.htm) and the OCRA website (www.in.gov/ocra/2369.htm).

The U.S. Department of Housing and Urban Development (HUD) requires states and local communities to prepare a Consolidated Plan in order to receive federal housing and community development funding. The Consolidated Plan combines into a single document the planning and application requirements for Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for People with AIDS (HOPWA) funding.
