The search program essentially counts the number of times the keyword(s) or phrase(s) you submitted are found in each page on the website and where on each page the word is located. The program then ranks each page on a scale of 0 to 1.00 with 1.00 being the highest ranking possible. The pages are then sorted so that the page with highest ranking appears first and so forth. It also displays the size of the file and a brief clip from that file.
A search on medicaid will locate many links, including the following two:

The number 1.00 by the first link tells you that this link had the highest rated ranking possible and is most likely to provide you with the information you are seeking. The second link, 0.98, is only a little less likely to provide the information you are seeking.

In order to download and decompress the titles and articles on this site, you will need a compression utility that can decompress zip archives. Below is a list of pages where you can obtain either a free or shareware utility to extract zip archives.
The extension "pdf" is used by Adobe to identify files that you must have AcrobatReader to view. If you have not installed it on your machine, you can go to Adobe's website and download a copy now.
In addition to browsing the Indiana Code, you can link other documents to specific chapters or sections of the code by creating hypertext links. To link to a chapter simply supply the URL for the chapter you wish to link to. For example, if you wanted to link to the chapter regarding speed limits in Indiana you would use the following URL:

To reference a specific section requires both the URL and full Indiana Code citation. For example, to link to the section regarding maximum speed limits in Indiana you would use the following URL:

If you would like to reference a title or article there are two options available. You can either link to the Table of Contents or the ZIP archive that contains the WordPerfect© files for that part of the Indiana Code. To link to the table of contents use the directory name for the title or article you wish to reference. For example:

The zip files can be accessed in the directory below the Table of Contents for the title or article and have a zip extenstion as in the example below:
