First elected State Representative in November 2002, Rep. Neese has worked hard for the citizens of northern Indiana. During his first term in office, Rep. Neese co-authored several key pieces of legislation including HB1379, a ban on smoking on school busses, to improve the quality of life for children within his district, as well as HB1875, investment of public funds, which allows local units of government to form a joint investment fund for the investment of public funds.

Some of his more recent bills include: House Bill 1180, which permits a pharmacist to refuse to honor a prescription in a certain circumstance, and HB 1181, which suggests that any child whose parent or guardian is intoxicated while driving is subject to child abuse.

Representative Neese has also authored a bill that would provide extra protection to pharmacy employees against threats and robbery. Employees of pharmacies face added threats due to a rise in prescription forgery and armed robbery of pharmacies to get ingredients for illegal drugs.

In the 2006 legislative session, Representative Neese co-authored the 'In God We Trust' license plate law, which allows Hoosiers to get a license plate with the phrase on it for no additional cost. He also authored a law to provide a cost of living adjustment to some retired teachers and all retired public workers.

Prior to being elected to the Indiana House, he was a four-term member of the Elkhart City Council. He also served as a senior assistant to former Indiana Secretary of State Ed Simcox. In addition to his legislative duties, he is the Director of the Solid Waste Management of Elkhart County.

Representative Neese and his wife, Paula, reside in Elkhart. Paula is a nursing manager in the Emergency Department at Elkhart General Hospital. They have three children-Emily, Drew, and Adam.
