A BILL FOR AN ACT to amend the Indiana Code concerning
motor vehicles and to make an appropriation.
SECTION 1. IC 9-18-2-7 IS AMENDED TO READ AS FOLLOWS
[EFFECTIVE JANUARY 1, 2001]: Sec. 7. (a) A person who owns a
vehicle subject to registration shall register each vehicle owned by the
person as follows:
(1) A vehicle subject to section 8 of this chapter shall be
registered under section 8.
(2) A vehicle not subject to section 8 of this chapter or to the
International Registration Plan shall be registered before:
(A) March 1 of each year; or
(B) an earlier date subsequent to January 1 of each year as set
by the bureau.
(3) School buses owned by a school corporation are exempt from
annual registration but are subject to registration under
IC 20-9.1-4.
(4) Subject to subsection (f), a vehicle subject to the International
Registration Plan shall be registered before April 1 of each year.
(b) Registrations and re-registrations under this section are for the
calendar year. Registration and re-registration for school buses owned
by a school corporation may be for more than a calendar year.
(c) License plates for a vehicle subject to this section may be
displayed during:
(1) the calendar year for which the vehicle is registered; and
(2) the period of time:
(A) subsequent to the calendar year; and
(B) before the date that the vehicle must be re-registered.
(d) Except as provided in IC 9-18-12-2.5, a person who owns or
operates a vehicle may not operate or permit the operation of a vehicle
that:
(1) is required to be registered under this chapter; and
(2) has expired license plates.
(e) If a vehicle that is required to be registered under this chapter
has:
(1) been operated on the highways; and
(2) not been properly registered under this chapter;
the bureau shall, before the vehicle is re-registered, collect the
registration fee that the owner of the vehicle would have paid if the
vehicle had been properly registered.
(f) The department of state revenue may adopt rules under IC 4-22-2
to issue staggered registration to motor vehicles subject to the
International Registration Plan.
SECTION 2. IC 9-18-2-8 IS AMENDED TO READ AS FOLLOWS
[EFFECTIVE JANUARY 1, 2001]: Sec. 8. (a) The bureau shall
register vehicles under the schedule in this section.
(b) Except as provided in IC 9-18-12-2.5, a person who owns a
vehicle shall receive a license plate, renewal tag, or other indicia upon
registration of the vehicle. The bureau may determine the device
required to be displayed.
(c) A corporation shall register, before February 1 of each year, the
following vehicles that are owned by the corporation:
(1) A passenger motor vehicle that is not regularly rented to
others for not more than twenty-nine (29) days in the regular
course of the corporation's business.
(2) A recreational vehicle.
(3) A motorcycle.
(4) A truck that:
(A) is not regularly rented to others for not more than
twenty-nine (29) days in the regular course of the corporation's
business; and
(B) has a declared gross weight of not more than eleven
thousand (11,000) pounds.
(d) A corporation that owns a:
(1) passenger motor vehicle; or
(2) truck that has a declared gross weight of not more than eleven
thousand (11,000) pounds;
that is regularly rented to others for periods of not more than
twenty-nine (29) days in the regular course of the corporation's
business must register the passenger motor vehicle or truck before
March 1 of each year.
(e) A person who owns a:
(1) passenger motor vehicle;
(2) recreational vehicle;
(3) motorcycle; or
(4) truck that has a declared gross weight of not more than eleven
thousand (11,000) pounds;
that is not subject to the registration requirements under subsection (d)
shall register the passenger motor vehicle, recreational vehicle,
motorcycle, or truck in conformance with the schedule set forth in
subsection (f).
(f) The following schedule applies to persons who own vehicles that
are required to be registered under subsection (e):
(1) Persons whose last names begin with the letters A through B,
inclusive, shall register before March 1 of each year.
(2) Persons whose last names begin with the letters C through D,
inclusive, shall register before April 1 of each year.
(3) Persons whose last names begin with the letters E through G,
inclusive, shall register before May 1 of each year.
(4) Persons whose last names begin with the letters H through I,
inclusive, shall register before June 1 of each year.
(5) Persons whose last names begin with the letters J through L,
inclusive, shall register before July 1 of each year.
(6) Persons whose last names begin with the letters M through O,
inclusive, shall register before August 1 of each year.
(7) Persons whose last names begin with the letters P through R,
inclusive, shall register before September 1 of each year.
(8) Persons whose last names begin with the letters S through T,
inclusive, shall register before October 1 of each year.
(9) Persons whose last names begin with the letters U through Z,
inclusive, shall register before November 1 of each year.
(g) A person who owns a vehicle required to be registered under
subsection (c), (d), or (e) and who desires to register the vehicle for the
first time must apply to the bureau for a registration application form.
The bureau shall do the following:
(1) Administer the registration application form.
(2) Issue the license plate.
(3) Collect the proper registration and service fees in accordance
with the procedure established by the bureau.
(h) Except as provided in IC 9-18-12-2.5, the bureau shall issue a
semipermanent plate under section 30 of this chapter, or:
(1) an annual renewal tag; or
(2) other indicia;
to be affixed on the semipermanent plate.
SECTION 3. IC 9-18-2-27 IS AMENDED TO READ AS
FOLLOWS [EFFECTIVE JANUARY 1, 2001]: Sec. 27. (a) Except as
provided in subsection subsections (b) and (c), a vehicle required to
be registered under this chapter may not be used or operated upon the
highways if the motor vehicle displays any of the following:
(1) A registration number belonging to any other vehicle.
(2) A fictitious registration number.
(3) A sign or placard bearing the words "license applied for" or
"in transit" or other similar signs.
(b) Any other number may be displayed for any lawful purpose upon
a:
(1) motor vehicle;
(2) trailer;
(3) semitrailer; or
(4) recreational vehicle;
in addition to the license plates issued by the bureau under this chapter.
(c) A vehicle registered as an antique motor vehicle under
IC 9-18-12 may display an Indiana license plate from the vehicle's
model year on the vehicle.
SECTION 4. IC 9-18-2-48 IS AMENDED TO READ AS
FOLLOWS [EFFECTIVE JANUARY 1, 2001]: Sec. 48. (a) The
commissioner may enter into a contract or an agreement authorizing a
person to create and use a reproduction of a license plate issued under
this article.
(b) A person may not create or use a reproduction of a license plate
issued under this article unless the creation or use of the reproduction
is expressly authorized in writing by the commissioner. A person may
display a reproduction of an authentic license plate issued for an
antique motor vehicle's model year, as provided in
IC 9-18-12-2.5(b). The commissioner may impose under IC 4-21.5 a
civil penalty upon a person who violates this subsection. The amount
of a civil penalty imposed under this subsection:

Chapter 47. Vietnam Era Veteran License Plates
Sec. 1. The bureau of motor vehicles shall design and issue a
Vietnam era veteran license plate. The Vietnam era veteran license
plate shall be designed and issued as a special group recognition
license plate under IC 9-18-25.
Sec. 2. A Vietnam era veteran license plate designed under
IC 9-18-25 must include the following:
(1) A basic design for the plate with consecutive numbers or
letters, or both, to properly identify the vehicle.
(2) A background design, an emblem, or colors that designate
the license plate as a Vietnam era veteran license plate.
(3) Any other information the bureau considers necessary.
Sec. 3. Beginning January 1, 2001, a person who is a resident of
Indiana and served in the armed forces of the United States any
time from January 1, 1959, until May 7, 1975, may apply for and
receive one (1) or more Vietnam era veteran license plates upon
doing the following:
(1) Completing an application for a Vietnam era veteran
license plate.
(2) Paying the fees under section 4 of this chapter.
Sec. 4. The fees for a Vietnam era veteran license plate are the
appropriate fee under IC 9-29-5-38(a)(1) and the fee under
IC 9-29-5-38(a)(2).
SECTION 11. IC 9-18-48 IS ADDED TO THE INDIANA CODE
AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
JANUARY 1, 2001]:
Chapter 48. Silver Star License Plates
Sec. 1. The bureau shall design and issue a passenger vehicle
license plate that will designate the vehicle as being registered to a
person who has received a Silver Star medal that is awarded to an
individual who demonstrates gallantry in action against an armed
enemy.
Sec. 2. A resident of Indiana who is a recipient of a Silver Star
medal may apply for and receive one (1) or more Silver Star license
plates.
Sec. 3. A Silver Star license plate may only be displayed on a
vehicle registered by a person described in section 2 of this chapter.
SECTION 12. IC 9-18-49 IS ADDED TO THE INDIANA CODE
AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
JANUARY 1, 2001]:
Indiana child protection trust license plate. The Indiana child
protection trust license plate shall be designed and issued as a
special group recognition license plate under IC 9-18-25.
Sec. 4. A person who is eligible to register a vehicle under this
title is eligible to receive an Indiana child protection trust license
plate under this chapter upon doing the following:
(1) Completing an application for an Indiana child protection
trust license plate.
(2) Paying the fees under section 5 of this chapter.
Sec. 5. (a) The fees for an Indiana child protection trust license
plate are as follows:
(1) The appropriate fee under IC 9-29-5-38(a).
(2) An annual fee of twenty-five dollars ($25).
(b) The bureau shall collect the fee described in subsection
(a)(2).
(c) The annual fee described in subsection (a)(2) shall be
deposited in the fund established by section 6 of this chapter.
Sec. 6. (a) The Indiana child protection trust fund is established.
(b) The treasurer of state shall invest the money in the fund not
currently needed to meet the obligations of the fund in the same
manner as other public trust funds are invested. Interest that
accrues from these investments shall be deposited in the fund.
(c) The commissioner shall administer the trust fund. Expenses
of administering the fund shall be paid from money in the fund.
(d) On June 30 of each year, the commissioner shall distribute
the money from the fund to the organization established under
section 7 of this chapter.
(e) Money in the fund at the end of a state fiscal year does not
revert to the state general fund.
Sec. 7. (a) To qualify for distributions from the Indiana child
protection trust fund, representatives of charitable organizations
that are located within Indiana, that are exempt from federal
taxation under Section 501(c) of the Internal Revenue Code, and
that are designated in subsection (b) must establish an organization
that:
(1) is a charitable organization exempt from federal taxation
under Section 501(c) of the Internal Revenue Code;
(2) is registered to do business in Indiana;
(3) is located in Indiana; and
(4) exists for the purpose of raising funds on behalf of the
organizations designated in subsection (b).
(b) An organization established under subsection (a) must
include the following:
(1) Three (3) representatives from crisis pregnancy centers.
(2) Two (2) representatives from child adoption agencies.
(c) The organization established under subsection (a) shall
distribute money received through a distribution under section 6
of this chapter to the organizations designated under section 8 of
this chapter.
Sec. 8. (a) The organization established under section 7(a) of this
chapter shall provide applications that allow a person purchasing
an Indiana child protection trust license plate to designate:
(1) a crisis pregnancy center;
(2) a child adoption agency; or
(3) any other charitable organization that is:
(A) exempt from federal taxation under Section 501(c) of
the Internal Revenue Code;
(B) registered to do business in Indiana;
(C) located in Indiana; and
(D) approved by the organization established under section
7(a) of this chapter;
as the recipient of the fee collected from the person under section
5(a)(2) of this chapter.
(b) Notwithstanding the designation of fees under this section,
the organization established under section 7(a) of this chapter may
retain from each distribution of funds to the organization under
section 6(d) of this chapter an amount sufficient to pay the
reasonable costs of administering the program.
SECTION 14. IC 9-18-51 IS ADDED TO THE INDIANA CODE
AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
JANUARY 1, 2002]:
Chapter 51. Huntington College Trust License Plates
Sec. 1. The bureau of motor vehicles shall design and issue a
Huntington College trust license plate. The Huntington College
trust license plate shall be designed and issued as a special group
recognition license plate under IC 9-18-25.
Sec. 2. After December 31, 2001, a person who is eligible to
register a vehicle under this title is eligible to receive a Huntington
College trust license plate under this chapter upon doing the
following:
(1) Completing an application for a Huntington College trust
license plate.
(2) Paying the fees under section 3 of this chapter.
Sec. 3. (a) The fees for a Huntington College trust license plate
are as follows:
(1) The appropriate fee under IC 9-29-5-38(a).
(2) An annual fee of twenty-five dollars ($25).
(b) The annual fee referred to in subsection (a)(2) shall be
collected by the bureau.
(c) The annual fee described in subsection (a)(2) shall be
deposited in the fund established by section 4 of this chapter.
Sec. 4. (a) The Huntington College trust fund is established.
(b) The treasurer of state shall invest the money in the fund not
currently needed to meet the obligations of the fund in the same
manner as other public trust funds are invested. Interest that
accrues from these investments shall be deposited in the fund.
Money in the fund is continuously appropriated for the purposes
of this section.
(c) The commissioner shall administer the fund. Expenses of
administering the fund shall be paid from money in the fund.
(d) On June 30 of each year, the commissioner shall distribute
the money from the fund to Huntington College.
(e) Money in the fund at the end of a state fiscal year does not
revert to the state general fund.
SECTION 15. IC 9-18-52 IS ADDED TO THE INDIANA CODE
AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
JANUARY 1, 2002]:
Chapter 52. Ancilla College Trust License Plates
Sec. 1. The bureau of motor vehicles shall design and issue an
Ancilla College trust license plate. The Ancilla College trust license
plate shall be designed and issued as a special group recognition
license plate under IC 9-18-25.
Sec. 2. After December 31, 2001, a person who is eligible to
register a vehicle under this title is eligible to receive an Ancilla
College trust license plate under this chapter upon doing the
following:
(1) Completing an application for an Ancilla College trust
license plate.
(2) Paying the fees under section 3 of this chapter.
Sec. 3. (a) The fees for an Ancilla College trust license plate are
as follows:
(1) The appropriate fee under IC 9-29-5-38(a).
(2) An annual fee of twenty-five dollars ($25).
(b) The annual fee referred to in subsection (a)(2) shall be
collected by the bureau.
(c) The annual fee described in subsection (a)(2) shall be
deposited in the fund established by section 4 of this chapter.
Sec. 4. (a) The Ancilla College trust fund is established.

SECTION 16. IC 9-18-53 IS ADDED TO THE INDIANA CODE
AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
JANUARY 1, 2002]:
Chapter 53. Valparaiso University Trust License Plates
Sec. 1. The bureau of motor vehicles shall design and issue a
Valparaiso University trust license plate. The Valparaiso
University trust license plate shall be designed and issued as a
special group recognition license plate under IC 9-18-25.
Sec. 2. After December 31, 2001, a person who is eligible to
register a vehicle under this title is eligible to receive a Valparaiso
University trust license plate under this chapter upon doing the
following:
(1) Completing an application for a Valparaiso University
trust license plate.
(2) Paying the fees under section 3 of this chapter.
Sec. 3. (a) The fees for a Valparaiso University trust license
plate are as follows:
(1) The appropriate fee under IC 9-29-5-38(a).
(2) An annual fee of twenty-five dollars ($25).
(b) The annual fee referred to in subsection (a)(2) shall be
collected by the bureau.
(c) The annual fee described in subsection (a)(2) shall be
deposited in the fund established by section 4 of this chapter.
Sec. 4. (a) The Valparaiso University trust fund is established.
(b) The treasurer of state shall invest the money in the fund not
currently needed to meet the obligations of the fund in the same
manner as other public trust funds are invested. Interest that
accrues from these investments shall be deposited in the fund.

of this section.
(c) The commissioner shall administer the fund. Expenses of

the money from the fund to Valparaiso University.
(e) Money in the fund at the end of a state fiscal year does not
revert to the state general fund.
SECTION 17. IC 9-18-54 IS ADDED TO THE INDIANA CODE
AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
JANUARY 1, 2002]:
Chapter 54. Indiana Boys and Girls Club License Plates
Sec. 1. The bureau shall design and issue an Indiana boys and
girls club trust license plate. The Indiana boys and girls club trust
license plate shall be designed and issued as a special group
recognition license plate under IC 9-18-25.
Sec. 2. After December 31, 2001, a person who is eligible to
register a vehicle under this title is eligible to receive an Indiana
boys and girls club trust license plate upon doing the following:
(1) Completing an application for an Indiana boys and girls
club trust license plate.
(2) Paying the appropriate fee under section 3 of this chapter.
Sec. 3. (a) The fees for an Indiana boys and girls club trust
license plate are as follows:
(1) The appropriate fee under IC 9-29-5-38(a).
(2) An annual fee of twenty-five dollars ($25).
(b) The annual fee referred to in subsection (a)(2) shall be
collected by the bureau.
(c) The annual fee described in subsection (a)(2) shall be
deposited in the fund established by section 4 of this chapter.
Sec. 4. (a) The Indiana boys and girls club trust fund is
established.
(b) The treasurer of state shall invest the money in the fund not
currently needed to meet the obligations of the fund in the same
manner as other public trust funds are invested. Interest that
accrues from these investments shall be deposited in the fund.
(c) The commissioner shall administer the fund. Expenses of
administering the fund shall be paid from money in the fund.
(d) On June 30 of each year, the commissioner shall distribute
money from the fund to the organization established under section
5 of this chapter.
(e) Money in the fund at the end of a state fiscal year does not
revert to the state general fund.
Sec. 5. (a) The representative boys and girls clubs that are
located entirely or partially within Indiana shall establish an
organization that:
(1) is a charitable organization under Section 501(c) of the
Internal Revenue Code;
(2) is registered to do business in Indiana;
(3) is located in Indiana; and
(4) exists for the purpose of raising funds on behalf of all of
the boys and girls clubs that are located entirely or partially
within Indiana.
(b) The organization shall distribute the money received under
section 4 of this chapter to each boys and girls club that is located
entirely or partially within Indiana.
SECTION 18. IC 9-18-55 IS ADDED TO THE INDIANA CODE
AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
JANUARY 1, 2001]:
Chapter 55. Indiana Moose Association Trust License Plates
Sec. 1. The bureau of motor vehicles shall design and issue an
Indiana Moose Association trust license plate. The Indiana Moose
Association trust license plate shall be designed and issued as a
special group recognition license plate under IC 9-18-25.
Sec. 2. After December 31, 2000, a person who is eligible to
register a vehicle under this title is eligible to receive an Indiana
Moose Association trust license plate under this chapter upon
doing the following:
(1) Completing an application for an Indiana Moose
Association trust license plate.
(2) Paying the fees under section 3 of this chapter.
Sec. 3. (a) The fees for an Indiana Moose Association trust
license plate are as follows:
(1) The appropriate fee under IC 9-29-5-38(a).
(2) An annual fee of twenty-five dollars ($25).
(b) The annual fee referred to in subsection (a)(2) shall be
collected by the bureau.
(c) The annual fee described in subsection (a)(2) shall be
deposited in the fund established by section 4 of this chapter.
Sec. 4. (a) The Indiana Moose Association trust fund is
established.
(b) The treasurer of state shall invest the money in the fund not
currently needed to meet the obligations of the fund in the same

SECTION 19. IC 9-18-56 IS ADDED TO THE INDIANA CODE
AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
JANUARY 1, 2002]:
Chapter 56. Indiana AFL-CIO Trust License Plates
Sec. 1. The bureau of motor vehicles shall design and issue an
Indiana American Federation of Labor-Congress of Industrial
Organizations license plate, to be known as the Indiana AFL-CIO
trust license plate. The Indiana AFL-CIO trust license plate shall
be designed and issued as a special group recognition license plate
under IC 9-18-25.
Sec. 2. After December 31, 2001, a person who is eligible to
register a vehicle under this title is eligible to receive an Indiana
AFL-CIO trust license plate under this chapter upon doing the
following:
(1) Completing an application for an Indiana AFL-CIO trust
license plate.
(2) Paying the fees under section 3 of this chapter.
Sec. 3. (a) The fees for an Indiana AFL-CIO trust license plate
are as follows:
(1) The appropriate fee under IC 9-29-5-38(a).
(2) An annual fee of twenty-five dollars ($25).
(b) The annual fee referred to in subsection (a)(2) shall be
collected by the bureau.
(c) The annual fee referred to in subsection (a)(2) shall be
deposited in the fund established by section 4 of this chapter.
Sec. 4. (a) The Indiana AFL-CIO trust fund is established.
(b) The treasurer of state shall invest the money in the fund not
currently needed to meet the obligations of the fund in the same
manner as other public trust funds are invested. Interest that
accrues from these investments shall be deposited in the fund.
(c) The commissioner shall administer the fund. Expenses of
administering the fund shall be paid from money in the fund.
(d) On June 30 of each year, the commissioner shall distribute
the money from the fund to the general fund of the Indiana
AFL-CIO, a labor organization under Section 501 (c)(5) of the
Internal Revenue Code.
(e) Money in the fund at the end of a state fiscal year does not
revert to the state general fund.
SECTION 20. IC 9-18-56.2 IS ADDED TO THE INDIANA CODE
AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
JANUARY 1, 2002]:
Chapter 56.2. Indiana UAW Trust License Plates
Sec. 1. The bureau of motor vehicles shall design and issue an
Indiana United Auto Workers license plate, to be known as the
Indiana UAW trust license plate. The Indiana UAW trust license
plate shall be designed and issued as a special group recognition
license plate under IC 9-18-25.
Sec. 2. After December 31, 2001, a person who is eligible to
register a vehicle under this title is eligible to receive an Indiana
UAW trust license plate under this chapter upon doing the
following:
(1) Completing an application for an Indiana UAW trust
license plate.
(2) Paying the fees under section 3 of this chapter.
Sec. 3. (a) The fees for an Indiana UAW trust license plate are
as follows:
(1) The appropriate fee under IC 9-29-5-38(a).
(2) An annual fee of twenty-five dollars ($25).
(b) The annual fee referred to in subsection (a)(2) shall be
collected by the bureau.
(c) The annual fee described in subsection (a)(2) shall be
deposited in the fund established by section 4 of this chapter.
Sec. 4. (a) The Indiana UAW trust fund is established.
(b) The treasurer of state shall invest the money in the fund not
currently needed to meet the obligations of the fund in the same
manner as other public trust funds are invested. Interest that
accrues from these investments shall be deposited in the fund.
(c) The commissioner shall administer the fund. Expenses of
administering the fund shall be paid from money in the fund.
(d) On June 30 of each year, the commissioner shall distribute
the money from the fund to the general fund of the Indiana UAW,
a labor organization under Section 501 (c)(5) of the Internal
Revenue Code.
(e) Money in the fund at the end of a state fiscal year does not
revert to the state general fund.
SECTION 21. An emergency is declared for this act.
