Disproportionate Minority Contact

Indiana’s measurement of Disproportionate Minority Contact (DMC) was established by Administrative Rule 1(G) in order to track youth at various juvenile justice decision points in Delinquency cases.

Indiana’s DMC definitions are based on those from the Office of Juvenile Justice Delinquency Prevention and modified for our state’s use. They will permit juvenile courts to gather information on these decision points and take into account topics involving DMC. The DMC rule is effective July 1, 2016, with courts required to begin reporting on a quarterly basis on October 1, 2016.

The Disproportionate Minority Contact Points are:

  • Arrest
  • Juvenile Referral
  • Diversion
  • Detention
  • Petition Filed
  • Found Delinquent
  • Probation
  • Secure Confinement
  • Motion for Waiver Filed
  • Waiver
  • Direct File

The definitions of each of these decision points are available below.
