Enbridge Energy Partners, L.P. is a limited partnership headquartered in Houston, Texas with a region office at its terminal in Griffith, Indiana.  Enbridge owns and operates the Lakehead System, the U.S. portion of an operationally integrated, international liquid petroleum pipeline system known as the Enbridge Mainline System, connecting producers and shippers in western Canada and the Williston Basin in North Dakota and Saskatchewan, and other producing areas with markets in the United States, Chicago and northern Indiana, Michigan and Ohio as well as eastern Canada. Enbridge’s Lakehead System has operated in Indiana since 1967 when the pipeline was extended from Superior, Wisconsin to the Chicago area and northern Indiana, and then in 1968 extended from Griffith to eastern Canada. It operates in seven Great Lakes states and transports between 50% and 75% of the crude oil needed by refineries in the Upper Midwest.

Although IC 8-1-22.6 requires the IURC to share project information with the public, the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) Office of Pipeline Safety has jurisdiction over the project. PHMSA’s Office of Pipeline Safety is charged with ensuring the safe, reliable, and environmentally sound operations of our nation’s pipeline transportation system and has authority over all aspects of construction for this interstate line.
