Background:
Lt. Governor Sue Ellspermann, the Indiana State Department of Agriculture staff, and a group of Indiana agriculture leaders have formed a task force to determine “how might we promote the good works of Indiana agriculture.” The group named, “Lt. Governor’s Task Force to Promote the Good Work of Indiana Agriculture” has met many times and has focused on the following challenges:
- Developing a proactive message
- Reaching the general public
- Communicating to the target audiences of 18-35 year olds
- Keeping the message fun and easy to communicate

The group believes that by promoting the good works of Indiana farmers, we will help Hoosiers learn about the importance of agriculture, farming, and agriculture-related businesses to our economy and to the overall health and well-being of Hoosiers. In addition, the group believes that the promotion will bring favorable exposure to the many agriculture-related career opportunities.

While several marketing messages and communication efforts for specific agri-businesses or groups have been effective, there are still many opportunities to better promote the good works of Indiana farmers and the agriculture industry.

Purpose:
The purpose of the RFP is to engage college and university students and faculty members in developing a marketing/communications plan that can be implemented by the Indiana State Department of Agriculture in 2014. The message(s) should address all of the needs outlined in this document, and the proposed budget and implementation timeline.

Requirements:
The message must

  • be positive, innovative, and exceptionally easy to communicate.
  • focus on the “green/sustainability” best practices of agriculture.
  • include the value that technology has in safely and affordably feeding Hoosier families and the world.

Faculty members must be involved to provide functional guidance and coaching. The faculty member must approve the students’ submission. A minimum of three students and a maximum of 12 students can be involved in the project per team. Each college or university may enter multiple teams, but there must be at least one faculty member assigned to each team.

All team members must complete an “assignment of intellectual property rights” using their college or university’s designated form. Intellectual property issues should be managed by the college or university office responsible for such agreements. All submitted products, works, or ideas become the property of the State of Indiana and the team’s sponsoring college or university. Copies of signed intellectual property assignment forms should be included in the team’s application packet.

Each team member will complete Model Release documents (video, press and photo release), for the State of Indiana.

All work must be original work of the team.

Target Audience:
Our specifically targeted audience is 18-35 year olds, although the messaging should be universally understood.

Time-line:
The RFP will be available to all Indiana colleges and universities by November 1, 2013. Faculty members will have until November 29, 2013 to present their college or university’s group name and team members’ names to

Each qualifying team will have an opportunity to meet with a sub-group of the Lt. Governor’s Task Force for Promoting the Good Works of Indiana Agriculture in December and January to confirm the scope of work and obtain additional information or research data. The final submissions are due to the Department of Agriculture on February 14, 2014.

After all submissions have been reviewed, the top three teams will be announced on March 7 and invited to make formal presentations to the panel of judges on March 24. The winning project will be selected by March 24. The winning school and team will be notified immediately and invited to a news conference and award ceremony in the Lt. Governor’s Office at the State House in early March. All students and faculty members who participated in the contest will be invited to attend. The winning team and faculty must be in attendance.

Final Presentation Format for Judging:
Initial proposals submitted to the Department of Agriculture may include printed materials and computer compatible electronic media. The proposals must include an implementation timeline and a unit priced budget. Finalists will be allowed 45 minutes for their presentations to the panel of judges.

Award Amount:
The winning submission will receive $25,000 for their work. $10,000 will be awarded to the school and the remaining $15,000 will be split evenly among the students who completed the project.
