Background
Historically, the Integrated Public Safety Commission's position has been to allow a great deal of local community autonomy for day to day operation on the SAFE-T network.  In order to ensure prudent system operation, however, certain policies related to interoperability, sharing of resources, infrastructure, co-location with existing community system etc., have been adopted by the commission. These policies are available here.

As the number of users has inceased, so has local agency need and demand for system use and operating procedures.  Additionally, the Indiana Statewide Communications Interoperability Plan (SCIP) identifies Standard Operating Procedures as an area for improvement.  To address these needs, the Integrated Public Safety Commission held a statewide SOP workshop on May 6, 2009, to begin the process of formalizing SOPs and to provide stakeholders with resources to help them accomplish the task.
