Paul E. Whitesell, Ph.D.,
Chair, IPSC
Superintendent, Indiana State Police.

Dr. Whitesell is a 30-year police veteran and world-renowned trainer for law enforcement and the U.S. military. He has served as police psychotherapist for the Ft. Wayne police; as a lieutenant at the Indiana Law Enforcement Academy; as Indiana State Police training sergeant, head defensive tactics instructor and Emergency Response Team leader; as a university police officer; and as an Allen County Sheriff's deputy. Dr. Whitesell is a licensed clinical social worker and a licensed marriage and family therapist. Since 1991, his practice has been almost exclusively police related. He has also served as associate professor with Indiana University and as adjunct instructor at the John F. Kennedy Special Warfare Center in Fort Bragg, North Carolina.

Mayor Charles Henderson

Mayor Henderson served as a Greenwood Police Officer for 23 years, and Chief of Police for 11 years. He was elected Mayor of Greenwood in January 1996 and is currently serving his second term; he was re-elected in 1999. He implemented the first D.A.R.E. program for the Greenwood School System, which has also evolved into the G.R.E.A.T. programs for the Greenwood Middle School. He is a life member and past President of the Indiana Association of Chiefs of Police, a member of the Small Cities Council and the Public Safety Committee of The National League of Cities. In 1998 he was elected President of Indiana Association of Cities and Towns and served until 1999.

Richard Linenburg

Richard Linenburg, President of the Knox County E-911 Board, provides IPSC with extensive public safety background and experience. During his tenure, the county's emergency notification network was successfully implemented, and a unified city-county radio communication network was created

William Newgent

William Newgent, Chief of the Greencastle Fire Department, was appointed to the Commission by Governor Mitch Daniels in 2005. A native of Putnam County, he has served as Greencastle Fire Chief since 2000 and has 18 years of experience as a firefighter. He currently serves as the 1st Vice President of the Indiana Fire Chiefs Association. Chief Newgent is involved in many local and civic organizations.

 

Dick Worman

Richard Worman was appointed to IPSC in 1999. Worman, who represented northeast Indiana in the Indiana General Assembly for more than two decades, now serves as a sales consultant for Worman-Lightfoot Insurance Agency in Leo, Indiana.
