Current DBE Information

INDOT and The Kentucky Transportation Cabinet recently entered into an agreement allowing for Disadvantaged Business Enterprise (DBE) certification reciprocity on the Ohio River Bridges Project. According to the federal regulations, a DBE must be certified in the state they are performing work in for DBE participation to be counted toward a contract. This project specific agreement will allow Indiana DBEs to be counted as certified in Kentucky on the Downtown Crossing portion of the project and will allow Kentucky DBEs to be counted as certified in Indiana for the East End Crossing portion of the Project. This agreement will provide additional opportunities for DBE’s in both States as the project moves forward.

Qualifications for DBE Certification

To qualify as a Disadvantaged Business Enterprise, a firm must be:

At least 51 percent owned by socially and economically disadvantaged individuals who:
- Are US citizens or permanent residents
- Possess expertise in the field
- Control the daily business operations
- Have a personal net worth less than $1,320,000 (excluding the value of their
  primary residence and assets of the firm applying for DBE certification)
The following groups are presumed by law to be socially and economically disadvantaged:
- Black Americans
- Hispanic Americans
- Native Americans
- Asian-Pacific Americans
- Subcontinent Asian Americans
- Women
A small business as defined by the Small Business Administration (SBA) which means:
- The firm's average annual gross receipts may not exceed Small Business Administration size standards
- In any case a firm's gross receipts may not exceed a $22,410,000 average over the previous three fiscal years

If you are applying for ACDBE Certification, please make a notation in section 2.B.7 stating you would like ACDBE Certification.
The Federal U.S. Dept of Transportation, Office of Small Disadvantaged Business Utilization (OSDBU) offers financial assistance to small disadvantaged businesses by providing guaranteed loans through our Short Term Lending Program (STLP) for transportation-related contracts only. By providing loan guarantees, small disadvantaged businesses can receive financial assistance for financing accounts receivable and other short-term costs of performing transportation-related contracts. To be eligible a business must be certified DBE or be a disadvantaged small business, or certified under one of the SBA programs.

Changes to Current Certification

Certified DBE companies that wish to make changes to their current certification must do so in writing. Changes include adding/removing DBE codes or requesting ACDBE certification. Requests can be sent by e-mail to Derrick Casson or Kimberly Sons or mailed to:
