Local communities and public agencies face a variety of capital program improvement needs. These needs directly affect quality of life for residents and the ability of cities and towns to attract and retain businesses. INDOT works proactively to assist Local Public Agencies (LPA) in addressing capital needs.

By statute, INDOT shares gas tax revenue distributed out of the state Motor Vehicle Highway Fund (MVHF) and Local Road and Street Fund (LRSF) with local communities. Distributions out of these funds are made by the auditor’s office to each local community for use on road and street projects

INDOT also makes available 25 percent of the federal funds apportioned to it under Congressional Highway Authorization Bills. This is a practice carried out by internal policy and is done under no requirement of any state or federal statute. INDOT also handles all of the program administration, contract letting and post-contractual Federal obligations for local communities. This alleviates additional financial burdens for local communities and provides a means for all communities to participate in federal-aid funding.

All communications from the INDOT LPA Department are sent through a subscription service called GovDelivery. It is highly recommended that all LPAs subscribe to this subscription service. LPA Pre-Award Survey: July 1, 2014 - September 1, 2014

To remain an eligible recipient for federal funding, all LPAs must maintain their compliance with civil rights and nondiscrimination laws, policies and procedures. One way INDOT measures the appropriate implementation of these laws by their federal-aid recipients is through an annual survey titled, “LPA Pre-Award Certification & Assurances”. To be considered an eligible recipient of federal-aid all LPAs must complete this survey each year. Highway Safety Improvement Program

Local governments should be aware of the requirements that must be met when applying for HSIP funds for local projects. INDOT has prepared a guidance document for Local Public Agencies to explain how they can participate in the HSIP. It is essential that public agencies planning to apply for this funding read and understand the guidance before beginning the project application process.
