Grant and Delaware Counties CSBG RFP
Pursuant to Section 676A(a)(1) of the Community Services Block Grant Act (CSBG Act (Public Law 105-285, the Community Opportunities, Accountability, and Training and Educational Services Act of 1998)), the State of Indiana, through the Indiana Housing and Community Development Authority (IHCDA), solicits bids from interested Respondents to provide a broad range of services funded by and allowable under the federal Community Services Block Grant (CSBG) to low-income clients designed to eliminate poverty and foster self sufficiency in Delaware and Grant counties, Indiana while adhering to state and federal laws and regulations and fulfilling the state and federal goals and objectives of CSBG.
*Before submitting a response to this RFP, please confirm that Respondent meets the prerequisites set forth in the “Mandatory Specifications” section of this RFP. Questions regarding the Mandatory Specifications can be resolved by review of the CSBG Act.
Audit Service Providers for Shelters- RFP AR-011-001WX
This is a request for proposal (“RFP”) issued by the Indiana Housing and Community Development Authority (“IHCDA”) for its Home Energy Conservation (“HEC”) Program. The HEC Program is the State of Indiana’s weatherization assistance program funded through the American Recovery and Reinvestment Act of 2009. IHCDA has set aside ARRA funds to weatherize shelters throughout the state. These weatherization efforts will be administered directly by IHCDA, rather than through the traditional sub-grantee network. This RFP seeks responses from energy efficiency auditing firms to conduct full weatherization audits on the state’s shelters in accordance with IHCDA and Department of Energy guidelines.

PUBLIC HEARING – Community Services Block Grant (CSBG)
Pursuant to Public Law subsection 676 (a) (2) (B), the State of Indiana wishes to encourage citizens to participate in the development of the State of Indiana CSBG State Plan for Federal Fiscal Year 2011-2012. In accordance with this regulation, the State is providing the public an opportunity to comment on the proposed 2011-2012 State Plan, which will be submitted to the US Department of Health and Human Services, Office of Community Services, on or before September 1, 2010. The State Plan defines the proposed method of use and distribution of funding for the CSBG Program.
Members of the public are welcome to review the Plan during the hours of 8:00 a.m. to 5:00 p.m., at IHCDA’s offices located at 30 South Meridian Street, Suite 1000, Indianapolis, Indiana 46204. The Plan will also be available on the IHCDA website at www.in.gov/ihcda.
The public hearing will be conducted as follows:

HCV Administrative Plan Revision June 2010
The Indiana Housing and Community Development Authority administer the Section 8 Housing Choice Voucher Program in 80 Counties in Indiana outside the jurisdiction of metropolitan and county Public Housing Authorities. The U.S. Department of Housing and Urban Development requires that a Public Housing Authority (PHA), with a Section 8 Housing Choice Voucher Program, have an administrative plan that describes the housing authority’s local policies for operating the program. The housing authority’s governing body must approve the administrative plan and subsequent amendments. Once approved, the PHA uses this plan to administer its program. The Indiana Housing and Community Development Authority has engaged Nan McKay to assist with the re-write of its Administrative Plan to insure the program is compliant with current federal regulations and align the plan with the authority’s new quality control systems. IHCDA will take public comment on the new Administrative Plan through July 20, 2010, 5:00 EDST. Weatherization ARRA Round Two
The Indiana Housing and Community Development Authority (IHCDA) submitted a State Plan to the United States Department of Energy (DOE) that details the administration and budget of the second round of funding for the Home Energy Conservation Program. A copy of the 2010 State Plan can be viewed below.
Written comments are welcome and will be considered before final submission to DOE on Thursday, May 27, 2010. A public hearing will be held regarding this plan on Thursday May 27, 2010, in the main conference room at IHCDA’s offices. Request for Proposals for Energy Conservation Service Providers
The Indiana Housing and Community Development Authority (“IHCDA” or “the Authority”) seeks proposals from non-profit organizations willing and able to enter into a contract (“Contract”) to administer the Home Energy Conservation (“HEC”) Program to families under 200% of Federal Poverty Guidelines. These funds are available through the American Recovery and Reinvestment Act of 2009 (“ARRA”). Services include, but are not limited to; determining client eligibility, conducting client intake, performing audit services, weatherizing dwellings, and managing data entry.
All proposals must be received by IHCDA, at 30 S. Meridian St. Ste 1000, Indianapolis, IN 46204, no later than 5:00 PM on April 30, 2010. All proposals will be stamped with a received date and time when received. Any proposal received after 5:00 PM on the due date will not be considered for funding.
IHCDA will conduct a program orientation on April 14, 2010 from 10:00 a.m. to 12:00 noon Eastern Time, at the offices identified above. All prospective Respondents are encouraged to attend the orientation.

Weatherization HVAC/Shell Contractor Solicitation
The Indiana Housing and Community Development Authority (IHCDA) requests information from HVAC, shell, and general home contractors to provide weatherization services for the State’s Home Energy Conservation Program sub-grantees. The key objective of this RFI is to connect contractors with sub-grantee agencies in need of additional contractors to meet their weatherization production goals. Counties in which the need for contractors is most critical are listed in the RFI.
Contractors interested in responding to this RFI should complete Attachment B, Response Form. All responses should be directed to the weatherization manager at the sub-grantee agencies with which the respondent wants to work (see Attachment A for weatherization manager contact information and sub-grantee service areas). Specific questions about a sub-grantee’s individual policies and procedures should be sent directly to that agency’s weatherization manager.

Neighborhood Stabilization Program (NSP2)
The U.S. Department of Housing and Urban Development (HUD) has been authorized to administer the federal Neighborhood Stabilization Program 2 (NSP2). NSP2 will provide grants to states, certain local communities and nonprofits to purchase and redevelop foreclosed or abandoned homes or other vacant properties, for resale or rental to low, moderate, and middle income households, in order to stabilize neighborhoods and stem the declining values of neighboring homes. The funding is provided under the American Reinvestment and Recovery Act of 2009 (Recovery Act) for additional activities under Division B, Title III of the Housing and Economic Recovery Act of 2008 (HERA).
