Tax credits that are awarded to organizations can be sold to individuals or entities that contribute to that organization’s individual development account fund established pursuant to Indiana Code 4-4-28-13 and used to offset the donor’s tax liability as described in Indiana Code 6-3.1-18-6. Pursuant to 24 CFR part 91.115(a)(2), the State of Indiana wishes to encourage citizens to participate in the development of the State of Indiana Consolidated Plan for 2014. In accordance with this regulation, the State is providing the opportunity for citizens to comment on the 2014 Consolidated Plan draft report, which will be submitted to the US Department of Housing and Urban Development (HUD) on or before May 15, 2014. The Consolidated Plan defines the funding sources for the State of Indiana’s four (4) major HUD-funded programs and provides communities a framework for defining comprehensive development planning. The FY 2014 Consolidated Plan will set forth the method of distribution of funding for the following HUD-funded programs:
State Community Development Block Grant (CDBG) Program
Home Investment Partnership Program
Emergency Solutions Grant Program
Housing Opportunities for Persons With AIDS Program

2014 State of Indiana Action Plan
The U.S. Department of Housing and Urban Development (HUD) requires states and local communities to prepare a Consolidated Plan in order to receive federal housing and community development funding. The Consolidated Plan combines into a single document the planning and application requirements for Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for People with AIDS (HOPWA) funding.
The purpose of the Consolidated Plan is:
• To identify the state's housing and community development needs, priorities, goals, and strategies.
• To stipulate how funds will be allocated to housing and community development organizations and local governments.
As part of the process of developing the Consolidated Plan for the year beginning July 1, 2014, we need your insight on:
1. Unmet housing needs;
2. Unmet community development needs;
3. The most critical barriers to fair housing choice;
4. The equity and fairness of delivery of services (such as quality schools, parks & recreation opportunities or public transit) to communities across the state;
5. The specific challenges faced by vulnerable and special needs populations in accessing a full range of housing choices; and
6. What the state can do to help communities and residents to overcome these challenges.
The link below will take you to a brief (no more than 15-20 minutes) survey that allows you to tell us what YOU think are the most important things we need to take into account in developing our Consolidated Plan and related documents. Your voice will help us to develop policies that will truly meet local needs while fulfilling our obligations as responsible stewards of public resources.
