The documents listed below are being offered for public review and comment: 1. IHCDA is proposing changes to the Housing Choice Voucher (Section 8) Administrative Plan. The purpose of the administrative plan is to establish policies for carrying out the Housing Choice Voucher (Section 8) program in a manner consistent with HUD requirements and local goals and objectives. 2. Annual Plan Proposed Submission The PHA Plan is a comprehensive guide to public housing agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the PHA Plan: the 5-Year Plan, which each PHA submits to HUD once every 5th PHA fiscal year, and the Annual Plan, which is submitted to HUD every year. Anytime policy changes are necessary, IHCDA allows a public comment period providing participants, applicants and the general public an opportunity to review the proposed changes and provide written feedback to IHCDA before the recommended changes are presented to and approved by the IHCDA Board of Directors. Public comment period on the Administrative and Annual Plans will begin August 14, 2013 and end on September 30, 2013. The policy changes will go before the IHCDA Board of Directors for approval on September 26, 2013 @10:00am. The public is welcome to attend. If approved, the policy changes will be effective October 1, 2013 allowing for consideration of the conclusion of the public review and comment period and the Annual Plan will be submitted to HUD no later than October 7, 2013. Pursuant to Public Law subsection 676(a) (3) and 676 (a) (2) (B), the State of Indiana wishes to encourage citizens to participate in the development of the State of Indiana CSBG State Plan for federal fiscal years 2013 and 2014. In accordance with this regulation, the State is providing the opportunity for citizens to comment on the 2013/2014 State Plan draft report, which will be submitted to the US Department of Health and Human Services, Office of Community Services, on or before September 1, 2013. The State Plan defines the method of distribution of funding for the CSBG Program.

CSBG Innovative Grant Application
Pursuant to 24 CFR part 91.115(a)(2), the State of Indiana wishes to encourage citizens to participate in the development of the State of Indiana Consolidated Plan for 2013. In accordance with this regulation, the State is providing the opportunity for citizens to comment on the 2013 Consolidated Plan draft report, which will be submitted to the US Department of Housing and Urban Development (HUD) on or before May 15, 2013. The Consolidated Plan defines the funding sources for the State of Indiana’s four (4) major HUD-funded programs and provides communities a framework for defining comprehensive development planning.
