The Section 8 Housing Choice Voucher (HCV) program provides eligible households vouchers to help pay the rent on privately owned homes of their choosing. A family receiving a voucher must pay at least 30 percent of its month adjusted gross income for rent and utilities. The vouchers are generally administered and can by applied for through local (city) housing authorities.
Project-based Section 8 Rental Assistance (PBRA) provides subsidies to select rental complexes to help offset the cost of construction and rehabilitation. In exchange, Project-Based Rental Assisted units can bridge the difference between rent and what a low-income tenant can afford.
Both programs are funded through Housing and Urban Development. The availability of the programs can depend from region to region. It is common for waiting lists to be closed to apply for. For more information on the programs please click the links below.
The Housing Choice Voucher Program comprises the majority of the Indiana Housing and Community Development Authority's Section 8 rental assistance programs. IHCDA administered vouchers help over 4,000 families’ pay their rent each month. Eligibility for the Housing Choice Voucher program is based on a family's household income.
The voucher covers a portion of the rent and the tenant is expected to pay the balance. The tenants’ share is an affordable percentage of their income and is generally calculated to be between 30 to 40 percent of their monthly-adjusted gross income for rent and utilities. Most HCV program services are provided by Local Subcontracting Agencies throughout the state of Indiana.
The Section 8 Housing Choice Voucher (HCV) is administered by various housing agencies throughout the State of Indiana. In general, bigger cities will have their own housing authorities while IHCDA covers most of the rural areas of the State. IHCDA contracts with local community action programs to for case management, including management of waitlists for application to the HCV program. In order to apply for the HCV program, you will have to apply to an open waitlist. To find out which wait lists are open, you can follow the steps below:

Portability: Moving with your Section 8/HCV
If you currently have a Section 8 HCV you can move (also called “port”) to another city or State. You will always want to start by contacting the housing authority that has issued your Housing Choice Voucher. That housing authority (called the Initial Public Housing Authority) will send portability paperwork to the housing authority where you want to live (called the receiving housing authority) in order to start the portability process.
Please note IHCDA does not cover the City of Indianapolis or Marion County, Indiana. The Indianapolis Housing Agency covers all of Indianapolis and Marion County. For more information, please click here

IHCDA can receive portability paperwork by fax, email, and regular mail. The best way for IHCDA to receive your paperwork is through email.
If you would like to ask questions about portability, or follow up on your portability request, please send questions to the section 8 portability mailbox (S8portability@ihcda.IN.gov). This mailbox is regularly monitored by HCV staff.
Indiana Housing and Community Development currently partners Indiana Quadel (INQ) to oversee owner compliance with Section 8 Project Based Contract Administration totaling more than 30,000 affordable housing units. Indiana Quadel (INQ) is responsible for performing core tasks that ensure the program serves eligible households, that owners comply with contract requirements, and that tenant concerns are promptly addressed.

For each property in the states portfolio INQ conducts an annual on-site review, evaluates and approves monthly subsidy vouchers, processes owner requests for rent adjustments and contract renewals, and follows up on resident concerns and deficiencies identified in HUD physical inspections. Is your Section 8 waiting list open?
Currently IHCDA's waiting list is closed and not accepting applications. IHCDA administers only a small portion of the Section 8 Vouchers across the state. Waiting lists can be closed to apply for potentially years at a time before they are available to apply to again.
Are any section 8 waiting lists available to apply for in Indiana?
IHCDA does not keep an active list of available section 8 programs. Please contact the local providers directly.
Is there any emergency section 8 programs I can apply for?
The Section 8 program is not an immediate housing program. Even once an applicant is accepted on the waiting list, it can take up to a year or longer, before receipt of the Section 8 Voucher. The Indiana Housing and Community Development Authority (IHCDA) regularly reviews policies, procedures, and plans to further the agency mission while taking into consideration the needs and residents of the State of Indiana.
The 2017 Annual Plan for IHCDA’s Housing Choice Voucher (Section 8) Program is open for public comment effective August 3rd through September 17th, 2016. Input from program partners and the general public will be considered when revising the Annual Plan before submission to the U.S. Department of Housing and Urban Development for approval. A public hearing for IHCDA board approval will take place on September 22nd, 2016 in IHCDA’s offices. A copy of the plan can be found below or be made available in person by visiting.
