The Indiana Federal Surplus Division manages three programs to support Indiana Law Enforcement Agencies (LEA's).

Federal Surplus Donation Program

LESO 1033 Program

The National Defense Authorization Act authorizes the Secretary of Defense to transfer excess Department of Defense (DOD) personal property to federal, state, and local law enforcement agencies with special emphasis given to counter-drug and counter-terrorism initiatives. 

For the purpose of this program, LEA's are defined as Government agencies whose primary function is the enforcement of applicable Federal, State, and Local Laws; and whose compensated law enforcement officers have the powers of arrest and apprehension.

If your LEA qualifies and chooses to participate, your organization will become one of over 17,646 (local, state, and federal), which have taken advantage of this unique program.

Available items include weapons, vehicles, protective clothing, night vision equipment, aircraft, and much more.  A shipping and handling fee is charged by DOD for weapons. M14's, M16's, and .45 caliber handguns are currently available through the 1033 program.

The Governor of each State appoints a 1033 Program State Coordinator.

Organizations interested in taking part in the 1033 Program must first complete the Application for Participation and the State Plan of Operations document (SPO; formerly the MOA) and return them to the Indiana State and Federal Surplus office via fax at 317-234-3699.

Night Vision Loan Program

1122 Program

The National Defense Authorization Act for fiscal year 1994 contained Section 1122, which allows State and local governments to purchase new law enforcement equipment for counter-drug activities through the Federal Government. 

The U.S. Army is the Executive Agent of the program.
The General Services Administration (GSA) is responsible for the development of a catalog that not only explains the 1122 Program but also delineates those products that may be procured under the program.

The Governor of each state participating in the 1122 Program designates a State Point of Contact (SPOC) to administer the state's activities under the program by validating the counter-drug mission of each procurement request and ensuring the availability of funds.

With the approval of the Executive Agent, GSA has approved ten (10) Federal Supply Schedules and the purchase of motor vehicles under the program. LEA's receive the advantage of using GSA negotiated contract prices.

ATF Form 10 must be submitted for all weapons purchased through the 1122 Program.

LEA's can now purchase new vehicles through the Auto Choice Program.  All vehicle requests must go through Ramona Beaman, SPOC for Indiana.  Please click on link below for details and request form.
