"Pay-As-You-Throw" (PAYT) programs have been shown to be an effective means of increasing a community's recycling rate while reducing its waste disposal volumes. Pay-As-You-Throw programs are based on the simple principle that garbage collection should be based on the same billing system as other utilities, that is, pay for what you use. IDEM has established a PAYT initiative, promoting these programs through its technical assistance and grants policies.

Indiana Pay-As-You-Throw Technical Assistance Project

The Indiana Pay-As-You-Throw Technical Assistance Project was developed to provide technical assistance in planning and implementing variable-rate user fee programs for residential municipal solid waste (MSW) programs. This project was funded in part by a grant from the Environmental Protection Agency, and was completed in partnership with the Indiana Association of Solid Waste Management Districts.

The Indiana PAYT Technical Assistance Project resulted in a tool-kit for communities to use in establishing Pay-As-You-Throw programs.
