Annual Manifest and Biennial Hazardous Waste Reporting Changes

The Annual Manifest and Biennial Hazardous Waste reports document the types and amounts of Resource Conservation and Recovery Act (RCRA) hazardous wastes that are generated, shipped off-site, treated on-site, and/or received from off-site.

Small Quantity Generators must submit the Annual Manifest report every year while Large Quantity Generators must submit the Biennial Manifest report every odd numbered calendar year (e.g., 2015) and the Annual Manifest report every even numbered calendar year (e.g., 2014). Upon submitting these reports to the Office of Land Quality, they must be postmarked by March 1st. An April 1st extension may be granted by sending the request, via e-mail, to “olqregulatoryreporting at idem.in.gov”.

Beginning in 2013, codes utilized for both reports were revised. The changes are as follows:

  • Management codes for both the Biennial and the Annual Manifest reports have been revised. Some have been added, some deleted.
  • Waste minimization codes for the Biennial Report have been changed.
  • Some source code descriptions for the Biennial report have been changed.
  • Submitters should use the new 2012 NAICS codes.

The Indiana Department of Environmental Management (IDEM) has updated all of the notes and instructions for these reports.
