IDEM’s State Cleanup Program has created the Independent Closure Process (ICP) to address the site remediation backlog. The ICP applies only to State Cleanup sites; specifically, low priority sites. The ICP creates a self completion and certification system which allows sites to complete investigation, remediation, and site closure without IDEM’s direct oversight.

Key elements of the ICP include:

  • priority ranking,
  • consultant and responsible party (RP) certification, and
  • adherence to cleanup and closure guidance per the IDEM Risk Integrated System of Closure (RISC).

Requirements for closure approval include delineation of contamination in all source areas to the RISC residential default closure levels, cleanup to land-use appropriate RISC default closure levels, implementation of institutional controls, completion of work and submittal of complete and accurate documentation to IDEM within one year from the time of notification to proceed with the ICP. The reduction of direct oversight by IDEM does not relieve the RPs or consultants from the legal requirements of reporting releases, investigation and cleanup.
