Chapter 4 - Section III: What Type of Assistance Does IDEM Provide?

  • Compliance Assistance:
    • Assistance for regulated entities to utilize to understand permit requirements, laws and rules.
  • Technical Assistance:
    • Instruction on management and necessary measures for facilities to implement to maintain compliance.

Environmental laws and rules are complex and change frequently. In order to help facilities maintain compliance, IDEM works with regulated entities to help them understand their permit requirements, laws and rules. IDEM staff handles this through compliance assistance or through our formal Compliance and Technical Assistance Program (CTAP). Since 2005, IDEM has provided free and confidential responses to over 10,000 telephone calls for assistance and provided on-site assistance to over 750 Indiana regulated entities.

CTAP is Indiana's small business assistance program, and the program is authorized by state law. CTAP is a non-regulatory program that provides free, confidential compliance and technical assistance to regulated entities. CTAP was established to help Indiana businesses achieve compliance with environmental regulations. IDEM can assess the environmental compliance of an entire facility or help address concerns about a particular process or regulation. IDEM also identifies pollution prevention opportunities that can move businesses out of the regulatory loop or move them into a less burdensome regulatory process. In addition to on-site consultations, CTAP provides:

  • permit application assistance;
  • training and workshops;
  • on-line resources; and,
  • general information assistance.

IDEM knows environmental regulations can be overwhelming to small businesses. CTAP staff are highly-skilled environmental professionals dedicated to helping small businesses understand and comply with environmental regulations.
