The Long-Standing Requirement for Environmental Review

For several years now roadway construction project managers (representing either the Indiana Department of Transportation, or one of various consulting firms representing either INDOT or one of the many city, county or local highway departments throughout Indiana) have submitted descriptions of highway projects to the Indiana Department of Environmental Management (IDEM) for review. These projects generally are for work that requires minimal or no right-of-way, and are otherwise below the size and scope of projects requiring a formal NEPA (National Environmental Policy Act) level Environmental Assessment (EA) or Environmental Impact Statement (EIS) study.

In the past, IDEM responded to each such request for review for these small-scale roadway projects with a standardized letter listing all the environmental issues project managers should consider or comply with to ensure the environmental impacts of their roadway-related projects would be minimized. In turn, project managers then included IDEM's response letter as part of the documentation packet allowing the project to move forward.

Now Use the New, Streamlined Process for Environmental Review Letters

IDEM has streamlined the roadway early coordination review process, eliminating the need for roadway construction project managers to contact IDEM by U.S. mail with request letters and extensive project descriptions.

Instead, project managers seeking IDEM comments on their roadway-related proposed projects may simply submit the appropriate contact information and a brief project description electronically in the spaces provided below. IDEM will respond directly to the project manager's PC with a project specific copy of the standardized environmental review letter previously sent by U.S. mail. The project manager contact information and the project description will appear automatically in all the appropriate places on IDEM's Web-generated response letter. Project managers need only to print, read, sign the letter, and then include it in the project approval file. By signing the letter each project manager and project owner are affirming that they read the letter, understand the environmental issues that should be considered, and uphold meeting the requirements to assure the project will have a minimum impact on the environment.

Instructions

To obtain an environmental review letter from IDEM, complete the data entry fields below:

If the project manager is the same as the "project owner" one only need complete the data entry spaces under "owner". (For example, a project manager working for the Indiana Department of Transportation (INDOT), or a county highway department, would be an "owner.") If the project manager is a consultant representing or acting on behalf of INDOT, or a county highway department, the project manager would complete the data entry boxes under project consultant. Under such a scenario, contact information entered in the boxes under the "owner" portion of the form should identify someone designated by the "owner."

Please keep in mind that the "contact" persons listed under "Project Manager" and under "Project Owner" will each be required to sign the letter. The space for their signatures will appear on the last page of the letter, beneath the respective signature lines of the "Project Manager" and "Project Owner."

In the county field(s), please select the county(s) where the project is located.

In the "Description of Project" field please provide a brief description that clarifies, all the following information that applies to your particular project:

  • the type or work to be done;
  • the project location (street name and distance to nearest intersections or crossroads); and
  • the name of the city, town, or township where the project is located.

If an earlier environmental review letter from IDEM regarding the project needs to be updated to accommodate changes to the scope, type, or location of the project, simply submit the most current information for an updated, or corrected letter from IDEM.

Click Submit, and Get Your Letter Immediately

Once you have entered all the requested information, click on the "Submit" button. In a minute or less, IDEM will return to your Internet browser a standardized environmental review letter that includes the current date, a description of the project, applicant and project owner contact information, and a place on the last page of the letter for the signatures of both the project owner and the project manager. Simply print, read, and sign the letter. You may want to make a copy of the signed letter for your records, before including the original signed copy in the project documentation file.
