On February 14, 2002, the Indiana Department of Environmental Management (IDEM) Leaking Underground Storage Tank (LUST) program received a complaint from the Newton County Health Department that the drinking water smelled like gasoline at the Boezeman Marathon Gas Station in Roselawn. The facility is located at the intersection of State Road 10 and County Road 450 East. On March 18, IDEM and U.S. Environmental Protection Agency (U.S. EPA) staff investigated and verified the odor in the drinking water at the gas station. Staff also discovered approximately one hundred public and private drinking water wells. The public water supply wells include the Lincoln Elementary School and Generations Center, located about 1/3 mile north of the gas station. The school has approximately 450 students. The center provides services for infants through senior citizens.

On March 28, school corporation representatives agreed to voluntarily discontinue use of the well at the school for drinking, hand washing and food preparation. Methyl tertiary butyl ether (MTBE) was detected in the school's well at concentrations ranging from 32 parts per billion (ppb) to 350 ppb. Sampling results exceeded the U.S. U.S. EPA Drinking Water Advisory of 20-40 ppb for MTBE.

IDEM staff continue to provide oversight of the investigation and cleanup of the soil and ground water contamination originating from the Boezeman property and impacting the drinking water well at Lincoln Elementary School.


What's New

Cleanup Progress

  • Lincoln Elementary School Well - IDEM continues oversight of the operation, maintenance and monitoring of the carbon filtration system for the water supply at the school. Quarterly monitoring continues to show that the treated water contains no detectable levels of MTBE.
  • On-site Cleanup - Cleanup activities began on-site in July 2004. IDEM monitoring continues to show effective cleanup of the soil and ground water in this area
  • Off-site Cleanup - Construction of the off-site cleanup system was completed in August 2005. System startup began August 2005. IDEM will monitor the cleanup progress.

Ground Water Monitoring

Continued monitoring of the ground water contamination in the area shows that all drinking water wells are safe from contamination that came from Boezeman Marathon.

Long-term Cleanup

It will take several years before the cleanup is complete.


Cleanup Activities

  • Drinking Water Well Sampling - IDEM continues to monitor public and private drinking water wells as necessary to ensure that they are safe for use. Since the extent of contamination is known, most wells are not threatened.
  • Site Investigation - The extent of contamination is known through the use of a ground water monitoring network. All monitoring wells are sampled quarterly to ensure that the contamination is not threatening other areas.
  • Corrective Action Plan - The environmental consultant for Boezeman submitted a draft Corrective Action Plan (CAP) in March 2003. After several amendments and a pilot study for the proposed technology, IDEM solicited comments from the Jasper County School Board and general public. The final CAP was approved in January 2005. The proposed plan is as follows:
    • Lincoln Elementary School - On-going treatment using carbon filtration at the existing school well.
    • On-site contamination at Boezeman Marathon - Ozone, micro-sparge system in the ground water contamination plume
    • Off-site contamination north of Boezeman Marathon - Ground water pump-and-treat with ground water infiltration. This system will be placed on property, up gradient to the Lincoln Elementary School
    • Long-term Monitoring - Monitor cleanup progress via existing ground water monitoring well system until closure levels are achieved  

The IDEM will provide field oversight and review of all technical reports throughout the process until closure levels are achieved.


Public Water Supply Well Sampling

  • Lincoln Elementary School - A carbon filtration system to treat the drinking water at the Lincoln Elementary school, in Roselawn was installed in April 2002. Following a testing period during which the system underwent rigorous testing, the system was activated for use. The system is tested quarterly to ensure that it is working properly. The filtration system successfully continues to clean the drinking water to non-detect for petroleum contamination at the school.
  • Boezeman Marathon - In 2002, Boezeman installed a carbon filtration system on their facility drinking water well. The system is still successfully cleaning up the drinking water at the Marathon.
  • Generations Center - Since the MTBE contamination in the ground water stops several hundred feet short of the Generations Center drinking water well, it is not at risk of becoming contaminated. IDEM staff will continue oversight of the sampling and cleanup to ensure that this well is not at risk of becoming contaminated.


Private Water Supply Well Sampling

A total of 41 private wells were sampled and tested. Based on test results only one private well was found to be contaminated by the release from the Boezeman Marathon. Boezeman installed a carbon filtration system at this residence and it is routinely monitored to ensure that the system is working properly.


Other Information

  • Gasoline - Gasoline is a mixture of thousands of chemicals that are refining from crude oil. When evaluating contamination from a gasoline release, benzene, ethyl benzene, toluene and xylene are contaminants of concern and considered to be the most toxic. These four contaminants have state and federally enforceable primary drinking standards referred to as Maximum Contaminant Levels (MCLs). The MCLs are as follows: benzene - 5 ppb; ethyl benzene - 700 ppb; toluene - 1,000 ppb; and xylene - 10,000 ppb. The four chemicals are commonly referred to as BTEX.
  • MTBE - MTBE is a common fuel additive in gasoline. MTBE has been used in some gasoline in the United States at low levels since 1979 to replace lead as an octane enhancer. It helps gasoline burn more completely, reducing harmful tailpipe emissions from motor vehicles.
