1. Do all spills require a spill response or just reportable spills above certain quantities?
All spills require a spill response regardless of reportability.
2. What if I don't know whether a spill is reportable or not?
When in doubt, call the reporting line. It is better to be advised your spill is not reportable than to be in violation of the Spill Rule.
3. Are the individual components of gasoline (Benzene, Toluene, Xylene, etc.) considered petroleum?
Yes, and spills of these individual substances must be reported as do spills of combinations of these substances.
4. Should the reported quantity of a spill be the amount spilled or the amount not recovered?
Always report the total amount spilled.
5. Am I responsible for reporting spills as an operator of a facility or mode of transportation or is the owner responsible?
Both of you. Owners and/or operators of facilities and modes of transportation are required to report spills. Reporting the spill in a timely manner is more important than immediately determining fault or responsibility.
