Risk-based closure is an approach to addressing releases of hazardous substances or petroleum to the environment. Risk-based closure recognizes that some substances pose a greater threat than other substances, and that acceptable remaining concentrations of those substances can therefore vary accordingly. Risk-based closure also recognizes that measures such as land use restrictions and engineering controls can often serve to reduce risk to acceptable levels. Indiana Code (IC 13-12-3-2 and IC 13-25-5-8.5) forms the statutory basis for risk-based closure in Indiana.
