Electronically submit 401 Water Quality Certification Regional General Permit Notification using IDEM’s 401 Water Quality Certification Service on its Regulatory Services Portal (RSP). RSP is a secure Web services portal that allows IDEM customers to submit data and information as required by law, permit or regulatory requirement. RSP is part of IDEM’s e-Services, which provides direct access to more than 25 million virtual documents and files, allows the completion of a permit or regulatory application online, and offers the public access to data from an agency database.
