Frederick D. Payne
Fred Payne was appointed Commissioner of the Indiana Department of Workforce Development in November 2017 and assumed his new role a month later. He leads DWD’s Executive Team in developing, communicating, executing and sustaining the agency’s strategic initiatives, including establishment of key performance indicators.
Mr. Payne came to DWD from Honda Manufacturing of Indiana, LLC (HMIN), as Chief Administrator where he was responsible for the Business Division, and was one of three senior and executive leaders on the Company Operating Committee. Mr. Payne also served as the company’s Secretary and Compliance Officer.
Mr. Payne joined Honda in 2008 as an attorney in the employment and labor areas. He was named General Counsel and Manager of Corporate Affairs in 2011, and two years later began overseeing the Administration Department. HMIN continued to increase Mr. Payne’s responsibilities, leading him to oversee all of the Business Division, which consisted of the following areas: Legal, Corporate Affairs, IT, Accounting, Planning, Inclusion & Diversity, Administration and Facilities.
Prior to Honda, Mr. Payne was in private practice, focusing on employment and labor law.
Mr. Payne is a member of the board of directors for the IndyEleven Foundation, Honda Federal Credit Union, Indianapolis Urban League.
He is a graduate of the Indiana University Maurer School of Law and Grambling State University. Mr. Payne and his wife, Kelly, reside in Indianapolis.
Chief of Staff
Josh Richardson serves as the Chief of Staff with the Department of Workforce Development. He returned to DWD in March of 2018, having previously served the agency in various capacities in the administrations of Governors Mitch Daniels and Mike Pence.
Most recently, Mr. Richardson worked for the National Association of State Workforce Agencies’ Integrity Center where advised state agencies on various methods to reduce fraud and improper payments in their unemployment insurance systems. Previously, he served as the Director of Indiana’s Unemployment Insurance System, and in Governor Mitch Daniels’ administration as a Policy Director.
Mr. Richardson was raised in Blackford County, Indiana and graduated from Ball State University, and the McKinney School of Law. He is licensed to practice law in the State of Indiana. He enjoys watching sports, especially high school sports, and coaching his children. He lives in Fishers with his wife and two sons.
Chief Operating Officer
Regina Ashley provides leadership, management and vision to DWD’s workforce team. She is responsible for leading the workforce team in delivering measurable, cost-effective results that make the agency’s vision a reality. Ms. Ashley has also served as Interim DWD Commisioner from August to December, 2017, Chief Strategy Officer and Associate Chief Operations Officer of Policy prior to moving to the roles of Interim Commissioner and Chief Operating Officer.
Prior to DWD, Ms. Ashley worked for the Indiana Department of Child Services for eight years, first as Deputy General Counsel and then as Deputy Director of Placement Support and Compliance, where she was responsible for ensuring the safety of over 10,000 children placed in out-of-home care. Prior to joining state government, Ms. Ashley served as a Commissioner for the Marion County Superior Court, Juvenile Division and worked as a civil litigation associate for law firms in Indianapolis, Chicago and St. Louis.
Ms. Ashley grew up in Indianapolis. She received her undergraduate degree from Indiana University and her law degree from Indiana University Maurer School of Law. She is licensed to practice law in the State of Indiana. Ms. Ashley resides in Indianapolis and is married with three children.
Chief Financial Officer
Mr. Nonte's duties include oversight of various finance, accounting and budgeting activities at the DWD. He also works with the Commissioner and his executive staff to originate, coordinate and execute the focused strategy of the agency.
Prior to joining state government, Mr. Nonte worked as a certified financial planner and advised individuals on ideas for managing their retirement and non-retirement investment portfolios. He was also a certified public accountant where he prepared individual and corporate tax returns and performed audits of financial statements for businesses.
Mr. Nonte is originally from Jasper, Indiana and graduated from Indiana University in Bloomington. He is an avid sports fan and considers golf as one of his favorite pastimes.
Chief Information Officer
Jeff Tucker has been serving the State through the management and delivery of large-scale technology projects for FSSA, DCS, and DWD for over 15 years. Prior to joining the State, he provided management and technology services to supply chain industries, social service non-profits, and managed service providers.
His technical background as an engineer and software developer, combined with his experience in finance, project management, and strategy offers a unique perspective of how business operations can be served effectively and efficiently through technology solutions.

Outside the office, Jeff likes to relax with his family, play an instrument or two, and cheer on his favorite soccer clubs.
Chief Communications Officer
Mr. Birge’s primary responsibilities include oversight of all internal and external communications for the agency and providing strategic planning and direction of all marketing and messaging initiatives. Prior to joining DWD, he served as Director of Corporate Communications with Republic Airways, an Indianapolis-based regional airline. Bob also served in similar roles with technology start-up Blue Pillar, accounting and consulting firm Crowe Horwath, and Indianapolis-based law firm Bingham McHale (now Bingham Greenbaum Doll).
Mr. Birge is a graduate of UCLA, where he received his Bachelor of Arts degree in Fine Arts, with a major in Motion Picture/Television.
Bob is married with four children and resides on the far northeast side of Indianapolis.
Chief Strategy Officer
Mr. Goodwin works closely with the Commissioner and the Executive Team to develop, communicate, execute and sustain strategic initiatives that improve the quality of workforce development efforts in the state. He is responsible for establishing essential, programmatic performance metrics and creating the culture necessary for the organization to accomplish its strategic objectives.
Prior to joining the Department of Workforce Development, Mr. Goodwin worked as the Deputy Legislative Director and Policy Director in the Office of former-Governor Michael R. Pence. He has served the state in multiple capacities, also working for the Professional Licensing Agency and the House of Representatives.
Mr. Goodwin grew up and currently resides in Indianapolis. He earned his bachelor’s degree in marketing from the Kelley School of Business at Indiana University in Bloomington.
Chief Unemployment Insurance Officer
Ms. Shelby provides leadership, management and vision to DWD's Unemployment Insurance program. She is a member of the National Association of State Workforce Agencies' Unemployment Insurance Committee.
Prior to joining DWD, Ms. Shelby was a Deputy Prosecuting Attorney at the Marion County Prosecutor’s Office, focusing on special victim and major felony cases. She also served as a Deputy Attorney General at the Office of the Indiana Attorney General, where she represented the State of Indiana in a variety of matters including civil defense litigation, constitutional challenges and civil enforcement actions. Prior to joining state government, Ms. Shelby worked as a civil litigation attorney in private practice.
Ms. Shelby grew up in Evansville. She earned a B.S. in biology and a B.A. in law and society from Purdue University. She graduated summa cum laude from Indiana University McKinney School of Law. She is licensed to practice law in the State of Indiana. Ms. Shelby lives in Brownsburg with her husband and two children. Ms. Shelby enjoys volunteering in her community.
As General Counsel for the Department of Workforce Development, Elizabeth Green leads and directs DWD’s Legal Division in providing agency-wide legal advice and representation. Ms. Green also serves as the Ethics Officer for DWD.
Prior to joining DWD, Ms. Green spent twelve years in private practice at Riley Bennett Egloff llp focusing on transactional work and commercial litigation. Ms. Green was a candidate for vacancies on the Indiana Supreme Court in 2016 and again in 2017, when she was named as a semi-finalist.
Born and raised in eastern Canada, Ms. Green received her B.A. in Psychology from Marshall University, and graduated cum laude from Indiana University Maurer School of Law. Ms. Green is a member of the Indiana State Bar Association, as well as the Indianapolis Bar Association, having been recognized as an Indianapolis Bar Foundation Distinguished Fellow. She currently serves as Chair of the IndyBar’s Professionalism Committee. Ms. Green is also active as a community volunteer. She and her husband live in Fishers with their three children.
