The DWD Leadership Team is comprised of a strong group of individuals with impressive experience and a strong vision for innovating Indiana’s workforce development initiatives.
Scott B. Sanders became Commissioner of the Indiana Department of Workforce Development (DWD) on May 1, 2012 and is a member of the cabinet of Governor Michael Pence. DWD manages and implements training and employment programs for Hoosiers, collaborates on regional economic growth initiatives for Indiana, and oversees the unemployment insurance system.
Prior to his appointment as commissioner, Scott served as the Deputy Commissioner of Systems Information and Analysis from July 2010 to April 2012, and was the agency’s Chief Financial Officer from November 2006 to July 2010. He also served as the Chief Financial Officer for the Bureau of Motor Vehicles from May 2005 to November 2006.
Scott brings many years of financial management experience to his role at DWD. Before joining state government, he was with First Commonwealth, Inc, a managed health care company in Chicago, serving as Chief Financial Officer from 1995 to 2000 and 2000 to 2002, and President from 2003 to 2004. After First Commonwealth was purchased by Guardian Life Insurance of New York, Scott remained as Second Vice President.
He earned his bachelor’s degree from Miami University and his master’s in business administration from Northwestern University’s J.L. Kellogg Graduate School of Management. Scott currently resides in Indianapolis with his wife. His son is a graduate of the U.S. Naval Academy and serves on the USS Roosevelt, his oldest daughter is a recent graduate of Butler University and teaches 7th grade math, and his youngest daughter attends Ohio University in Athens, Ohio pursuing a career as a child life specialist.
Chief Financial Officer
Randy Gillespie serves as Chief Financial Officer of the Indiana Department of Workforce Development. His duties include the oversight of Human Resources, Performance Metrics, Budgeting & Grant Accounting, Unemployment Insurance Tax and Facilities& Operations. Prior to this role, Randy served as the DWD Budget Director, Benefits Manager at Indiana Public Employees’ Retirement Fund, and a Construction Project Manager in Las Vegas.
Randy is a native of Henderson, Nevada. He earned his undergraduate degree in Business Administration and Management from the University of Nevada, Las Vegas. He moved to Indiana to attend graduate school at Indiana University, where he earned a Masters of Public Administration in Public Policy Analysis and Public Financial Administration.
Randy is married with two children. He resides in Zionsville with his family.
Jeff Gill serves as General Counsel for the Indiana Department of Workforce Development. His duties include oversight of the Benefit Payment Control Division, the Agency Integrity Division and all legal affairs. Before joining DWD, Jeff worked as Assistant General Counsel for the Indiana Department of Administration where he also served in the capacity of Executive Director of Executive Branch Lobbying. Jeff initially joined state government as Deputy Inspector General when newly elected Governor Mitch Daniels created the Office of Inspector General by executive order in 2005.
Prior to joining state government, Jeff worked for 14 years as a deputy prosecuting attorney in Indianapolis, where most of that time was spent as a supervisor in the Major Felony Division trying more than 20 murder trials including one capital case.
Jeff is originally from Columbus, Indiana and graduated with honors from Ball State University. He earned his law degree from the Indiana University School of Law – Indianapolis in 1990.
Jeff is married and has two children. He resides in Pike Township in Indianapolis.
Deputy Commissioner of Communication, Customer Service and Governmental Affairs
Michelle Marshel is the Deputy Commissioner of Communications, Marketing and Governmental Affairs. Michelle has worked as public servant in state government for the past nine years. Before joining DWD, she was the Policy Director for the Republican Caucus of the Indiana House of Representatives for several years.
Michelle is a graduate of Ball State University, with a double major in Political Science and Legal Studies. She is a member of the Ball State Legal Studies Advisory Board.
Michelle has three children and two grandchildren. Michelle loves baseball and her favorite team is the Chicago Cubs. Her favorite place to visit is Wrigley field during baseball season.
Deputy Commissioner of Unemployment Insurance Operations
Josh Richardson is the Deputy Commissioner of Unemployment Insurance Operations. His responsibilities include overseeing the administration of the unemployment compensation system. Prior to his current position with DWD, Josh held multiple positions in state government and has interacted regularly with the legislature. Most recently, he served as a Policy Director in the office of Governor Daniels. Previously, he was the Director of Legislative Affairs at DWD.
Josh was raised in Blackford County Indiana and received his undergraduate degree from Ball State University. He also received a law degree from Indiana University – Indianapolis and is a licensed attorney.
Josh is married with two children. He resides in Fishers with his family.
Deputy Commissioner of Field Operations
Dennis Wimer is the Deputy Commissioner of Field Operations. In this capacity he oversees the operations for all WorkOne centers located throughout Indiana. His department also insures effective rapid deployment services for dislocated workers. Prior to joining DWD, Dennis held multiple executive level positions in profit and non-profit organizations. Most recently he was the Executive Director of Lutheran Child & Family Services, a local non-profit serving children and families dealing with neglect and abuse. Dennis has his undergraduate degree from Purdue University and holds an MBA from the Wharton School of Business. He is also a veteran of the United States Air Force, serving as a navigator on the C-141B starlifter for 9 years.
Dennis is married and has two children. They live in Washington Township in Indianapolis.
