The DWD Leadership Team is comprised of a strong group of individuals with impressive experience and a strong vision for innovating Indiana’s workforce development initiatives.
Steve Braun was appointed in 2014 to serve as Indiana's Commissioner of the Department of Workforce Development, which is tasked with building a highly skilled and educated Hoosier workforce that can compete in the global economy.
Prior to graduating from Harvard University, Commissioner Braun was born and raised in Southern Indiana. After receiving a business degree, Braun immediately went to work for Price Waterhouse. Shortly after, he started his own technology consulting business that grew to over 750 employees across 13 offices nationwide. Both experiences have given him a unique understanding of the challenges facing today's workforce.
Prior to leading DWD, Braun served in the Indiana House of Representatives, while continuing to remain active as an entrepreneur in tech companies and in real estate and agriculture.
Commissioner Braun and Jennifer, his wife of 31 years, reside in central Indiana where they have raised their five children, and are active members of the community.
Chief of Staff and Chief Financial Officer
Bill Nonte serves as Chief of Staff and Chief Financial Officer for the Indiana Department of Workforce Development. His duties include oversight of various finance, accounting and budgeting activities at the Department. He also works with the Commissioner and his executive staff to originate, coordinate and execute the focused strategy of the agency.
Prior to joining state government, Bill worked as a certified financial planner and advised individuals on ideas for managing their retirement and non-retirement investment portfolios. He has also been a certified public accountant and prepared individual and corporate tax returns and performed audits of financial statements for businesses.
Bill is originally from Jasper, Indiana and graduated from Indiana University in Bloomington. He is an avid sports fan and considers golf as one of his favorite pastimes.
Jeff Gill serves as General Counsel for the Indiana Department of Workforce Development. His duties include oversight of the Benefit Payment Control Division, the Agency Integrity Division and all legal affairs. Before joining DWD, Jeff worked as Assistant General Counsel for the Indiana Department of Administration where he also served in the capacity of Executive Director of Executive Branch Lobbying. Jeff initially joined state government as Deputy Inspector General when newly elected Governor Mitch Daniels created the Office of Inspector General by executive order in 2005.
Prior to joining state government, Jeff worked for 14 years as a deputy prosecuting attorney in Indianapolis, where most of that time was spent as a supervisor in the Major Felony Division trying more than 20 murder trials including one capital case.
Jeff is originally from Columbus, Indiana and graduated with honors from Ball State University. He earned his law degree from the Indiana University School of Law – Indianapolis in 1990.
Jeff is married and has two children. He resides in Pike Township in Indianapolis.
Deputy Commissioner of Information
Steve Elliott is the Deputy Commissioner of Information (IO). His responsibilities will include oversight of our existing IT activities and providing the vision to further enhance the availability and usage of data to drive valued outcomes. Prior to joining DWD, Steve had a successful career of 29 years in various IT roles within the pharmaceutical industry.
Steve is a graduate of Indiana State with majors in Mathematics and Computer Science.
Steve is an avid golfer and outdoorsman. He is originally from Jasper, IN and has resided in the Meridian Kessler neighborhood in Indianapolis for over 20 years.
Deputy Commissioner of Communication, Customer Service and Governmental Affairs
Michelle Marshel is the Deputy Commissioner of Communications, Marketing and Governmental Affairs. Michelle has worked as public servant in state government for the past nine years. Before joining DWD, she was the Policy Director for the Republican Caucus of the Indiana House of Representatives for several years.
Michelle is a graduate of Ball State University, with a double major in Political Science and Legal Studies. She is a member of the Ball State Legal Studies Advisory Board.
Michelle has three children and two grandchildren. Michelle loves baseball and her favorite team is the Chicago Cubs. Her favorite place to visit is Wrigley field during baseball season.
Deputy Commissioner of Unemployment Insurance Operations
Josh Richardson is the Deputy Commissioner of Unemployment Insurance Operations. His responsibilities include overseeing the administration of the unemployment compensation system. Prior to his current position with DWD, Josh held multiple positions in state government and has interacted regularly with the legislature. Most recently, he served as a Policy Director in the office of Governor Daniels. Previously, he was the Director of Legislative Affairs at DWD.
Josh was raised in Blackford County Indiana and received his undergraduate degree from Ball State University. He also received a law degree from Indiana University – Indianapolis and is a licensed attorney.
Josh is married with two children. He resides in Fishers with his family.
Deputy Commissioner of Field Operations
Dennis Wimer is the Deputy Commissioner of Field Operations. In this capacity he oversees the operations for all WorkOne centers located throughout Indiana. His department also insures effective rapid deployment services for dislocated workers. Prior to joining DWD, Dennis held multiple executive level positions in profit and non-profit organizations. Most recently he was the Executive Director of Lutheran Child & Family Services, a local non-profit serving children and families dealing with neglect and abuse. Dennis has his undergraduate degree from Purdue University and holds an MBA from the Wharton School of Business. He is also a veteran of the United States Air Force, serving as a navigator on the C-141B starlifter for 9 years.
Dennis is married and has two children. They live in Washington Township in Indianapolis.
