Full Reciprocity Plan (FRP)

Effective Jan. 1, 2015, all new IRP accounts will be registered for every jurisdiction on their cab cards and pay a per-vehicle distance percentage to each jurisdiction. On the next renewal, the accrued distance in each jurisdiction will be reported and carriers will only be billed for states in which they travelled. All jurisdictions will remain on the cab card thereafter to allow flexibility to travel into other states when necessary, and be charged for that jurisdiction on the next renewal for actual distance accrued.

Motor carriers will see this change beginning with Jan. 2015 IRP renewals, depending on each motor carrier’s staggered year. All Jan. renewals will be mailed in September as usual.

This change is a result of the FRP, which removed all IRP provisions related to estimated distance. FRP is an effort to make IRP more efficient, more equitable and more flexible for its member jurisdictions and registrants, achieved by allowing full reciprocity for all apportioned vehicles in all member IRP jurisdictions.
