Andrea Gromeaux, George Bowman and Jon Eggan were recognized for making dramatic improvements to the water-related permit application review process, significantly reducing the number of pending applications.

During 2003 and 2004, the number of applications pending action was 300 to 400. By the close of 2005, the team had reduced that figure to 160. The trio made this dramatic change by starting daily triage meetings to review applications received the previous day. These meetings allow staff to identify deficiencies in submissions, then immediately notify applicants to get them resolved.

For some minor projects, the permit can be approved in the triage meeting. Before the team started having these meetings, the average review time for an application was more than 60 days. Now it’s about 30.
