Historic Preservation Review Board
The DHPA staff provides administrative and logistical support for the activities of the Historic Preservation Review Board. This board has responsibility for issues concerning the state’s historic and cultural resources.
Historic Preservation Review Board
The Indiana Historic Preservation Review Board is the committee that makes decisions on a number of preservation-related issues and provides public oversight to the programmatic and regulatory activities of the DHPA. For example, the Board officially nominates Indiana properties to the National Register of Historic Places. Once the Board approves an application and it is signed by the State Historic Preservation Officer, it is a “nomination” that can be sent to Washington to be considered by the Keeper of the Register. The Board also approves funding recommendations for the federal matching grant program, and considers applications for certificates of approval for state-funded projects that will alter, demolish, or remove historic properties.
The Board members are appointed by the governor for three-year terms. Five members are appointed for their expertise in either archaeology, architecture, architectural history, or history. The Director of the Department of Natural Resources, Indiana’s SHPO, serves as the Board’s Chair. The Board also includes and benefits from the DHPA division director and three citizen members whose interest and activities in historic preservation have gained recognition.

Robert E. Carter, Jr., Director of the Department of Natural Resources and Indiana’s State Historic Preservation Officer, serves as the chairman of the Review Board. He was appointed as the director of the DNR by Governor Daniels in 2006.

Jim Corridan is Indiana State Archivist, Director of the Indiana Commission on Public Records, and Deputy State Librarian focusing on statewide services and outreach. Previously, Jim was president of The Corridan Group, a management consulting firm, and served as executive vice president of the Sigma Pi Educational Foundation. While living in Vincennes, he served on the executive committee of the Vincennes/Knox Preservation Foundation and on the committees that successfully restored the Hack & Simon office building and the Dale House, both in Vincennes. Jim is the president-elect of the Council of State Archivists, and chairs the Council's State Electronic Records Initiative.

Daniel Kloc is a 1987 graduate of the University of Notre Dame with a Bachelor of Architecture degree, and has been a resident of the Indianapolis area for 23 years where he has participated in numerous professional and community activities. Daniel is currently a Facility Architect with St. Vincent Health in Indianapolis, serving 19 health care ministries throughout the state of Indiana. Daniel is a past-president and current member of the American Institute of Architects Indianapolis Chapter, and a member of both the American Society for Healthcare Engineering and the Indiana Society for Healthcare Engineering.

Joshua D. Palmer AIA, NCARB, LEED AP, is the principal/owner for Myszak + Palmer. Prior to joining Myszak + Palmer, Joshua was a design team leader with Gresham, Smith and Partners (Nashville, Tennessee) with the area of expertise of healthcare and corporate architecture. Upon joining Myszak+Palmer, he broadened his areas of expertise to educational, corporate, municipal, financial, religious, and historic renovation projects. Joshua received his degree in architecture from the College of Architecture & Design, University of Tennessee.

William L. Selm was named to one of the citizen member positions. Selm, who grew up in Franklin and Rush counties, received his MA in historic preservation studies from Boston University after graduating from Indiana State University with a degree in history. He has authored a number of National Register nominations and served as historian for the Indianapolis Historic Preservation Commission from 1983 -1992. He currently is part-time faculty at IUPUI where he teaches a course in architectural history.

Mitch Zoll serves in one of the professional archaeology positions on the Review Board. Zoll retired in 2007 from Ball State University where he was an Assistant Director in the Anthropology Departments Archaeological Resources Management Service. He is currently the Vice-President of Operations at Pioneer Consulting Services, an archaeological and historical consulting firm. He has a Master of Arts Degree in Anthropology from Ball State University and has authored or been the Principal Investigator of over 2200 Cultural Resource Management Reports.
