The Gateway Budgets application is used by over 2400 local units of governments to complete and submit itemized budgets, estimates of miscellaneous revenue, current year financial information, and proposed tax rates and levies to the Department for review and certification.

The Department of Local Government Finance (“Department”) has opened the 2016 Budgets application of Indiana Gateway for Government Units (“Gateway”) for all taxing units. The Budgets application may be accessed through the Local Official page on Gateway at

The Gateway Budgets application will function similarly for the 2016 budget cycle as it did during prior budget years. Units will find that funds, departments, and line items used in the 2015 budget application are listed in the 2016 forms. The Department has implemented a few application updates for the 2016 budget cycle, including but not limited to:

  • Users may navigate through the budget forms using a new flow chart feature. The Budget Forms Flow Chart icon will be listed directly above the traditional forms menu.
  • Users will receive reminders about the Error Prevention Report prior to submitting forms. The Error Prevention Report is an optional feature that documents common issues users experience when entering budget forms.
  • The Department has made minor wording updates to correct for spelling errors and to provide consistency among forms.

Users should note that the following forms are not yet accessible:

  • Debt Worksheet. A legislative change requires the Department to review debt payments associated with debt service funds for an additional six months. The Department is in the process of making changes to the Debt Worksheet to accommodate this legislative change.
  • Form 3. The Form 3 will feature minor wording updates to reflect that official budget advertisements for non-school units are now available exclusively on Schools will also advertise the Form 3 on, but will still advertise bus replacement and capital project plans in newspapers.
  • Certified Net Assessed Values (CNAV) for county units. CNAV will be available through a separate application for the 2016 budget cycle outside of the Budget forms.

Users are also encouraged to wait to complete County Council Review Worksheets until they have been initialized for 2016 budgets. Initialization of the Worksheets cannot occur until the Department receives the annual Assessed Value Growth Quotients for each county from the State Budget Agency. The Department anticipates finishing its updates for the Debt Worksheet, Form 3, CNAV, and County Council Review Worksheets during the month of June. Other technical updates may also be released during the month of June, but they should not change the user experience in significant ways.
