Manufactured Housing FAQ

Q: What is a Manufactured Home?
A: 24 CFR 3280.2 Subpart A Definitions defines a manufactured home as a structure, transportable in one or more sections, which in the traveling mode, is eight body feet or more in width or forty body feet or more in length, or when erected on site, is three hundred twenty or more square feet, and which is built on a permanent chassis and designed to be used as a dwelling with or without a permanent foundation when connected to the required utilities and includes the plumbing, heating , air conditioning and electrical systems contained therein.

Q: What is a mobile home?
A: Is a dwelling that was constructed prior to June 15, 1976.

Q: Can garages and/or porches be attached to a manufactured home?
A: Yes, provided no structural load (structurally independent) is imposed on the home.

The Code Enforcement Branch acts as a State Administrative Agency (SAA) for the U.S. Department of Housing and Urban Development (HUD), Manufactured Housing and Standards Division.

As the State Administrative Agency (SAA) the branch is responsible for the investigation of consumer complaints regarding Manufactured Homes. The branch also conducts bi-yearly record reviews for each manufacturer, which manufactures homes in Indiana.

The Manufactured Home Procedural and Enforcement Regulations 24 CFR 3282.1 Subpart A, Scope and purpose states: The National Manufactured housing Construction and Safety Standards Act of 1974 (title VI of Public Law 93-383,8 Stat. 700, USC 5401 et seq.) (hereinafter referred to s the Act), requires the Secretary of the Department of Housing and Urban Development to establish Federal manufactured home construction and safety standards and to issue regulations to carry out the purpose of the Act. The standards promulgated pursuant to the Act appear at part 3280 of chapter XX of this title, and apply to all manufactured homes manufactured for sale to purchasers in the United States on or after the effective date of the standards (June 15, 1976). A manufactured home is manufactured on or after June 15, 1976 if it enters the first stage of production on or after that date.
