Federal Methamphetamine Statutes
The Combat Methamphetamine Epidemic Act of 2005 (Title VII of the USA PATRIOT Improvement and Reauthorization Act of 2005, P.L. 109-177) was signed into law March 9, 2006. This is the first federal legislation that addresses numerous issues related to the regulation and monitoring of the precursors used in the manufacturing of methamphetamine.
The provisions of the Act have been phased in over time. Definitional changes were made effective March 9, 2006. Other provisions went into effect on April 8, 2006 related to the restrictions on sales quantity of products containing ephedrine or pseudoephedrine. On September 30, 2006, provisions become effective related to the limits on the sale of over-the-counter (OTC) products containing ephedrine or pseudoephedrine, product placement in retail outlets, logbook provisions for purchasing such products, and self-certification and training for retailers.
