Public integrity and the confidence citizens have in their government is the cornerstone of our democracy.  Preserving that confidence and reducing acts of public corruption is the responsibility of everyone serving in government, both local and state. 

To elevate the efforts of those responsible for overseeing this singularly important task, Indiana Attorney General Greg Zoeller has formed the “Public Integrity Coalition.”  This broad coalition of partner agencies and officials will reach out to officials throughout local and state government to educate and inform on the issues of public corruption.  This unique unit is not a separate agency, but rather a sustained and organized effort by the various agencies that currently have jurisdictional authority to identify and prosecute corruption, both criminally and civilly, with the purpose of ultimately lowering the number of instances of corruption at all levels of government.

Committees and Objectives


Training
The Training Committee will deliberate and recommend to the Coalition the types of trainings most useful to local officials as well as the venues and meetings most advantageous to reaching the largest number of people.  The Committee will also deliberate the effectiveness of an ethics certification program for officials, and if found viable, create parameters for such a certification program.   

Legislative
The Legislative Committee will gather information from Coalition members on potential legislative changes that could help produce better checks and balances in order to prevent fraud and legislative changes that would enable better and more professional management practices within offices.  Ultimately, the committee would make a recommendation for a legislative package to be put forth by the Coalition in the 2015 Indiana legislative session.

Statewide Model Ethics Code
The Statewide Model Ethics Code Committee will discuss the efficacy of instituting a Model Ethics Code that would be available for adoption by political subdivisions.  If it is determined that a Model Code would be beneficial, the committee would draft a Code to be presented for adoption by the Coalition.

Culture and Outreach
The Culture and Expectations Committee will explore ways to lift the expectations of ethical behavior among officials and to communicate that ethical culture to citizens at large.  The Committee will identify representatives to speak to community groups and at appropriate organizational meetings about ethical behavior.  The Committee will also identify ways to communicate the work of the Coalition to the media at large.
