Litigation
Attorney General Greg Zoeller and his staff represent the State of Indiana in lawsuits in which the state’s interests are at stake. This includes pursuing matters of criminal justice in appeals, advising state elected officials and working directly with state agencies in enforcing regulations and law. As a whole, the litigation division is the state’s legal watchdog, ensuring that Indiana meets its legal obligations. The division is comprised of the following legal sections:
Civil
This section defends the state against charges of civil rights violations and employment discrimination, defends challenges raised against state laws, civil statutes, regulations and policies. It also initiates legal proceedings on behalf of regulatory agencies that are seeking enforcement against violators.

Environmental
This section represents state agencies in court to uphold and enforce state environmental laws. The Deputy Attorneys General in the Environmental Section are cross-trained in a number of practice areas involving environmental protection, natural resource management, and public health law. They act as both plaintiff’s counsel and defense counsel on behalf of the Indiana Department of Environmental Management (IDEM), the Indiana Department of Natural Resources (IDNR), and the Indiana State Department of Health (ISDH). All representation is civil, not criminal.
Torts
This section defends the state and its agencies against claims regarding personal injury and property damage that arise from the conduct of state personnel or the condition of the state’s property.
Transportation Practice Group
This section works closely with the Indiana Department of Transportation on legal work, including administrative hearings, contracts and condemnations.
