Location
A Partner must be located within the region to be served.

Organization
A Partner may be either a unit of local government or a private, nonprofit Indiana corporation having IRS tax-exempt status.

Good Standing
A Partner must be in good standing with the State of Indiana.  A RAP that is not in good standing will need to discuss and resolve the issue (or issues) with the appropriate state agency before the IAC can release any grant payments.

Operations 
The organization should operate consistent with IAC “best practices” for governance.  

Provide Services 
Each Partner will provide four core services based upon IAC standards within a specific multi-county region, determined jointly by the IAC and the Partners.

Regional Advisory Council
In matters concerning the Partnership, the RAP is mandated to establish and be guided by a regional advisory council (RAC) that provides recommendations on the effective delivery of regional services. 

Data Management 
Partners will provide the IAC with all requested organizational and re-granting information in a timely, consistent, and thorough manner.  If a Partner elects to use its own data system and not one requested by the IAC, it is still required to present the data in a manner consistent with all other Partners.
