The Indiana Arts Commission is in the process of developing a searchable grantee database with award information. Regarding grantee contact information, we are often asked to provide the public with our grantees' contact information. In order to abide by Indiana law, we have contacted the Office of the Indiana Public Access Counselor for an informal opinion regarding these information requests and our responsibility and adherence to the Access to Public Records Act, Indiana Code §5-14-1.5-1 et. seq. and Indiana Code §6-1.1-35 et. seq.
The Informal Inquiry 14-INF-05 explained that unless a complete list has already been generated, the Indiana Arts Commission is not required to provide grantee names, contacts, and address information to the public. The Indiana Arts Commission is never permitted to provide electronic mail addresses, regardless of availability.
The Indiana Arts Commission’s inability to provide information directly to the public does not preclude us from helping our constituents. If a constituent has information they wish to send to our grantees, we will happily send it out via email or web. If it needs to be mailed, we can also do that if the constituent provides the mailing labels, envelopes, and postage.
