Rep. Arnold’s hunting safety card legislation signed into law

STATEHOUSE — State Representative Lloyd Arnold (R-Leavenworth) authored House Enrolled Act (HEA) 1050 which allows those with developmental disabilities to apply for a special circumstances hunting safety card which would allow them to hunt with a companion. Governor Mike Pence ceremoniously signed this measure into law.

“For many, hunting is not only a sport but an avenue to feed their families,” said Rep. Arnold. “This bill is in the best interest of Hoosiers with disabilities by creating a sensible solution.”

HEA 1050 establishes a special circumstances hunting safety card for those that have a developmental disability, a child determined to have a disability or an individual that has a permit disability. The special circumstances hunting safety card holder must be accompanied by a licensed hunter over 18.

This bill also authorizes the Department of Natural Resources to issue special permits to those with a physical disability, whether it be related to injury or disease, which allows those who cannot walk or have a serious walking limitation to either hunt from a vehicle or to gain special vehicle access. Impairment due to normal aging is excluded.

“After talking with a constituent whose daughter was eager to hunt but knew she would utilize her allowance of  hunting apprenticeship licenses, I was inspired to author this legislation which would continue to give those with disabilities the opportunity to hunt with their loved ones,” said Rep. Arnold. “I was delighted to see this young lady, Caroline, at the bill signing, along with her father and the founders and president of DADS, Dads appreciating Downs syndrome. They are truly a remarkable bunch.”

HEA 1050 will go into effect July 1, 2014.
