Hunting safety card bill passes House

STATEHOUSE — State Representative Lloyd Arnold (R-Leavenworth) authored House Bill (HB) 1050, allowing those with developmental disabilities to apply for a special circumstances hunting safety card. The bill passed out of the House earlier this week with a vote of 90-5.

Under current law, everyone born during or after 1987 must complete a hunter education program including a lesson course and written test before they can receive a hunting license, which many with developmental disabilities cannot pass.

HB 1050 creates a special circumstances hunting safety card, which would allow disabled individuals the ability to hunt with supervision from a licensed hunter over the age of 18. For years, developmentally disabled Hoosiers have been applying for apprenticeship licenses, but those are limited to three in a lifetime. HB 1050 hopes to give a more permanent solution to those facing this issue.

“These are people who absolutely have the ability to conduct hunting safely and appropriately,” said Rep. Arnold. “Just because a disability bars them from passing the standard test doesn’t mean they should be kept them from being able to hunt. HB 1050 creates a solution that’s in everyone’s best interests.”
