Lt. Gov. Announces Engineering Contract for U.S. 31 & S.R. 28 Exit

URS to oversee environmental, design, land purchases, utilities


INDIANAPOLIS – Speaking before the annual U.S. 31 Coalition luncheon, Lt. Governor Sue Ellspermann today announced the state has awarded an engineering contract to URS Corporation for the forthcoming U.S. 31 interchange at State Road 28 in Tipton County.

URS will provide environmental, design, utility coordination and land acquisition services for the estimated $17 million project, which is scheduled to begin construction in 2015. INDOT anticipates holding a public meeting for the project later this year.

In February 2013, Governor Pence and Chrysler Group executives announced plans to assemble transmissions at the former Getrag facility in Tipton County. The nearly 800,000-square-foot site is scheduled to be operational by the end of 2014. The new U.S. 31 and S.R. 28 interchange will accommodate the increased commuter and truck traffic while advancing the U.S. 31 Coalition’s efforts to remove stoplights on the highway between Indianapolis and South Bend.

All $722 million in construction contracts are underway for the three Major Moves sections of U.S. 31 near Kokomo, South Bend and Indianapolis. When completed, the projects are expected to remove or avoid 32 traffic signals, cutting a half hour off travel time.

In late November, Governor Pence opened the 13-mile U.S. 31 Kokomo Freeway. The 20-mile U.S. 31 Plymouth to South Bend project will open to traffic in phases later this year. The final Hamilton County section is upgrading 13 miles of existing U.S. 31 through Carmel and Westfield, and is scheduled to open at the end of 2015.

The projects are intended to reduce congestion, improve safety and provide continuity of commerce and regional travel for a U.S. highway that stretches from Michigan to Alabama.
