[ATG] Attorney General’s Statement on School Resource Officer bill becoming law

INDIANAPOLIS -- Senate Enrolled Act 1, the school safety legislation originally proposed by Indiana Attorney General Greg Zoeller and State Sen. Pete Miller in January, was signed into law today by Gov. Mike Pence. SEA 1 allows schools to voluntarily apply for state matching grants of up to $50,000 to create or expand School Resource Officer positions. School Resource Officers or SROs are career police officers from local public safety agencies who have received special training in interaction with students, and who are assigned to schools to provide safety.  Zoeller who is in Jeffersonville today issued this statement:

“The Legislature appropriately refocused its attention on school resource officers, who are highly trained law enforcement officials. Their presence in schools will serve to increase respect for law by students and also deter problems of bullying, weapons and drug abuse that must be addressed in schools every day. School resource officers build public trust; and we were pleased to work with them, with legislators, the governor and superintendent of public instruction in providing schools with this funding flexibility, consistent with local decision-making,” Zoeller said.

SEA 1 was based on a needs assessment study the Indiana Attorney General’s Office conducted last fall, before the Newtown tragedy. The study found that school administrators and law enforcement officials would be interested in expanding School Resource Officer programs if funding were available. Now that SEA 1 has been signed into law, a secured school safety board will be convened to review grant applications from schools and distribute matching funds. Application criteria are expected to be announced this summer.
