Mrvan legislation to become law

INDIANAPOLIS-- State Senator Frank Mrvan (D-Hammond) crafted numerous pieces of legislation this session that were approved by the General Assembly to improve Hoosiers’ lives. After spikes in 2011 in veteran unemployment rates as well as child fatalities from abuse, Sen. Mrvan was successful in addressing these and other issues. Several of these bills have already been signed into law. Most new laws become effective July 1, 2013.

Extended statute of limitations for child abuse
Sen. Mrvan took steps to cut down on child abuse under
Senate Enrolled Act (SEA) 142, an initiative that will extend the length of time a victim of child sex abuse may bring charges against an offender. Previously, an individual filing a civil suit for such abuse was subject to the same time constraints as someone filing for other damages, such as an auto accident. Under the new law, a victim has until the longer of either seven years after the offense or four years after the victim leaves the care of the offender. Sen. Mrvan noted that giving these individuals more time to file suits for these offenses gives them the chance to mature, leave the dependency of the offender and find their voice in order to air their grievances.

Veteran E.M.T. certification
SEA 290
will give the Indiana Emergency Medical Services (EMS) Commission the ability to issue licenses to military service applicants who have prior experience in medical service fields with minimal re-training. Applicants must pass certification tests, with possible additional training required.

Expanded veteran education opportunities
Veterans returning from service will benefit under
SEA 177 by becoming eligible for resident college tuition rates if they enroll at an Indiana public university within 12 months of an honorable discharge. Veterans are eligible regardless of whether they have previously lived in Indiana, or if attending college is their sole reason for moving to the state. Student veterans have twelve months from their time of enrollment to provide proof of Indiana residency to receive the benefits. The measure seeks to stimulate opportunities available to returning veterans and ease disproportionate unemployment rates among veterans.

Veterans preference on state contracts
Under
SEA 564, the state will set aside a certain percentage of state contracts to go to veteran-owned small businesses (VOSBs). The legislation will affect businesses designated as VOSBs by the Center of Veterans Enterprises of the U.S. Department of Veterans Affairs. The new law allows for the state to compile and maintain a list of VOSBs, assist veteran business owners with procedures for bidding on state contracts, and determine the types of services to be set aside for VOSB contracts.
