[s29] Sen. Delph: Senate Approves Legislation to Assist Veteran-Owned Businesses

STATEHOUSE (Feb. 26, 2013) – Legislation authored by State Sen. Mike Delph (R-Carmel) to expand state contract opportunities for veteran-owned small businesses passed the Senate today by a vote of 48-1.

As amended, Senate Bill 564 would qualify veteran-owned small businesses for the 15 percent price preference for supplies that is currently offered to Indiana small businesses.

The legislation also authorizes the Indiana Department of Administration (IDOA) to increase contracting opportunities for Indiana veteran-owned small businesses with the goal of securing at least 3 percent of state contracts with these businesses. IDOA would annually evaluate its progress toward this goal and submit a report to the governor, Indiana Department of Veterans Affairs and the General Assembly, which would then be posted online for public access.

“Earlier this month, the Senate Committee on Commerce, Economic Development and Technology heard testimony from veterans who are having a difficult time growing their business or finding jobs after serving our country, and there is no excuse for that,” Delph said. “My bill would help more veteran-owned businesses get a foothold in the economy in order to succeed in Indiana. With almost 71,000 veteran-owned or partially owned small businesses in Indiana, this is an issue that can’t be ignored.”

Delph said SB 564 would also permit the Indiana Economic Development Corporation to assist IDOA in the following:

  • Compiling and maintaining a list of veteran-owned small businesses.
  • Assisting veteran-owned small businesses in the procedures for bidding on state contracts.
  • Examining requests from IDOA for the purchase of resources or services to help veterans secure state contracts.
  • Simplifying specifications and contract terms to increase opportunities for veteran-owned small businesses.

The issue was brought to Delph’s attention by Brian Stottard, a medically-retired U.S. military captain who testified at the committee on this issue. Stottard said he was grateful for Delph’s dedication to ensuring veteran-owned businesses find success in the long-run.

“Anything that helps increase opportunities to veteran-owned small business in this economy is a great benefit,” Stottard said. “But there is still much work to be done to help our veterans find long-term, sustainable employment. I look forward to seeing the General Assembly focus on other veterans’ issues in the years to come.”

SB 564 now moves to the House of Representatives for further consideration.
