Entry Description

INDOT Shifting U.S. 31
To Final Traffic Pattern
Beginning Friday Night

CARMEL, Ind. – The Indiana Department of Transportation (INDOT) will begin placing traffic on US 31 into a permanent configuration tonight.  Walsh Construction, the state’s contractor for the $35 million project, plans to shift northbound US 31 traffic to new northbound pavement between 9 p.m. Friday and 6 a.m. Saturday.

In order to modify pavement markings where northbound Keystone Parkway merges with US 31, the northbound Keystone Parkway ramp to US 31 will need to be closed for approximately 3 hours late Friday night or early Saturday morning.

Work will also take place on the southbound side of US 31.  Crews will remove temporary pavement markings and place permanent markings one lane at a time.  Because both directions of traffic will no longer share the southbound side of the highway, pavement markings will be modified for one direction of traffic and the extra space will allow for a third lane of traffic.

The work to change the traffic configuration will require alternating lane restrictions in both directions of US 31 between 136th and 151st Streets from 9 p.m. to 6 a.m. each night through Tuesday, November 20.  Crews will restrict lanes of US 31 Saturday and Sunday between 9 a.m. and 3 p.m. in order to take advantage of warmer pavement temperatures, which will help the pavement markings dry faster.

INDOT and Walsh plan to place all traffic at the new interchange in its permanent configuration before Thanksgiving.  The northbound US 31 exit to 146th Street will be opened as soon as the traffic signals at the top of the ramp are activated.  Access from westbound 146th Street to the southbound US 31 ramp will also be opened.  Some temporary lane restrictions on US 31 and 146th Street may be necessary after the holiday weekend to allow contractors to finish various tasks.

The interchange upgrade creates a more efficient ramp system connecting US 31, Keystone Parkway and 146th Street.  Six new bridges and more than a mile of six-lane highway have been constructed while maintaining traffic on US 31 and limiting ramp closures to the shortest possible times by using financial incentives to expedite construction.

The new US 31 Hamilton County is part of a Major Moves program to upgrade or bypass congested sections of US 31 between Indianapolis and South Bend.  Upgrading the existing highway between I-465 and State Road 38 to interstate standards will be the largest and most aggressive road project ever implemented in Hamilton County.  The US 31 Hamilton County project is intended to reduce congestion, improve safety and provide continuity of commerce and regional travel for a US highway that stretches from Michigan to Alabama.
