[ATG] Board revokes Dr. Tiwari’s medical license, orders him to pay $22K in fines

INDIANAPOLISThe Indiana Medical Licensing Board today revoked Bloomington pain-clinic physician Dr. Kamal Tiwari’s license to practice medicine.


The decision stems from a licensing complaint filed by Indiana Attorney General Greg Zoeller’s office. The board also ordered Tiwari to pay the maximum fine of $22,000 within 180 days. 

“While Dr. Tiwari has already been criminally convicted and faces federal prison time, it’s important the state acted now to protect patients in the future,” Zoeller said. “His former patients suffered serious health consequences, and in some cases death, as a result of his apparent indifference to their addictions.” 


In September of this year, Tiwari was sentenced to 3 ½ years in federal prison for prescribing addictive pain medication to known substance abusers and committing health care fraud by seeking Medicaid reimbursement for performing medically unnecessary procedures. Tiwari also faces three years on supervised release and nearly $1.3 million in restitution to Medicare, Medicaid and Anthem.

The Attorney General’s Office filed a separate administrative complaint against Tiwari in April 2010 at the same time the U.S. Drug Enforcement Agency rescinded the doctor’s ability to prescribe controlled substances.


Until now, the medical licensing board held off their disciplinary proceedings and the parties agreed to an indefinite suspension while awaiting the outcome of Tiwari’s separate criminal charges in federal court. Tiwari recently pleaded guilty to federal charges of health care fraud and unlawful distribution of drugs, convictions that resulted in his 3 ½ year prison sentence and supervised release.


Zoeller thanked deputy attorneys general Maureen Devlin and Jessica Joshua for their work on the case and their commitment to the Licensing Enforcement Unit.
