Indianapolis, IN-Yesterday morning, July 5th, at approximately 7:40 a.m., Trooper Ryan Winters was eastbound on 38th street near Commercial Drive in his fully marked Indiana State Police K-9 car when he was struck from behind.

While speaking with the occupant of the other vehicle, Scott T. Russ, 31, of Indianapolis, Trooper Winters learned that Russ had consumed marijuana the previous evening. Further investigation found synthetic marijuana, drug paraphernalia and prescription medication that were not prescribed for Russ inside the vehicle.

Russ was given a chemical test for intoxication at Wishard Hospital and then transported to the Marion County Arrestee Processing Center and incarcerated.

Trooper Winters, his K-9 partner Bosco, nor Russ were injured in the crash.

   2. Possession of Paraphernalia                                  Class A Misdemeanor
   3. Possession of a Legend Drug                              Class D Felony
