Washington County-On yesterday’s date, Detective Tom Meneou and Trooper Nathan Teusch, both from the Indiana State Police Post at Sellersburg, served an arrest warrant on Clayton Rogers, 44, from Indiana State Road #60, in Pekin. The arrest warrant was for one count of Conspiracy to Commit Insurance Fraud, C Felony, and one count of Insurance Fraud, C Felony. Clayton Rogers was incarcerated in the Washington County Jail. An alleged accomplice, Robert Embrey, 35, of Horners Chapel Road in Fredericksburg, turned himself in yesterday to the Washington County Jail in Salem on one count of Conspiracy to Commit Insurance Fraud, C Felony.
Both men’s charges stem from a tip reported to the Indiana State Police by the National Insurance Crime Bureau. It was learned during the investigation by Detective Tom Meneou that a car crash occurred between the two men arrested on Horners Chapel Road in Washington County in early October of 2011. At the time of the original crash, Clayton Rogers, allegedly did not have insurance or proper license plates on the vehicle he was driving, a Chevrolet Blazer. The two men allegedly agreed to not call the police and leave the scene to allegedly allow Clayton Rogers time to obtain insurance and proper license plates before the crash would be reported.
Approximately one week after the original crash, both men allegedly staged a car crash with the same vehicles, at the same location, and reported it to the Washington County Sheriff’s Department. When the Washington County Sheriff’s Department arrived to work the crash scene both men reported it as just happening. An official crash report was taken with the false information.
After Detective Meneou completed his investigation it was turned over to the Washington County Prosecutor resulting in the arrests of both men. The insurance company paid over $9,000.00 on the alleged staged crash.
