Entry Description
Pike County – Tuesday morning, February 28, at approximately 7:30 a.m., Trooper John Davis was off-duty and driving his fully marked patrol car westbound on S.R. 64 near the Gibson County line when he observed a Buick Park Avenue traveling eastbound at a high rate of speed. Davis activated his radar unit and clocked the vehicle at 91 mph. Davis attempted to stop the vehicle, but the driver continued eastbound at a high rate of speed and at one point drove left of center near a hillcrest and forced several westbound vehicles off the roadway. The vehicle continued north onto S.R. 61, but Davis terminated the chase once the vehicle entered Winslow. A few minutes later, troopers received information that the Buick they had been chasing had pulled into Ginger Hill Apartments on Factory Street in Winslow and the driver fled on foot. After troopers located the Buick at the apartments they received information that the suspect got into a gold Chevrolet Impala and left the area. Within minutes, troopers located and stopped the Chevrolet on Sugar Ridge Road north of Winslow. The front seat passenger, Joseph Noble, 35, of Oakland City, was identified as the driver who fled from Trooper Davis. The driver of the Chevrolet was identified as William Hess, 22, of Oakland City. Another passenger was identified as Hess’ mother, Carmen Torres, 43, also from Oakland City. All three were arrested and taken to the Pike County Jail. Further investigation revealed Noble abandoned his Buick Park Avenue at Ginger Hill Apartments, fled the area and waited until Hess and Torres picked him up. Troopers also arrested Shawnee Howell, 19, of Winslow, after they received information she assisted Noble elude police by contacting Hess and Torres by phone and giving information about his whereabouts. Hess, Torres and Howell were arrested for Assisting a Criminal, a Class D Felony. All four are being held on bond in the Pike County Jail.
